Description of Work
The Purchasing Supervisor oversees purchasing operations that support the financial administrative logistical and facility functions of the NC State Laboratory of Public Health. The position supervises procurement activities for laboratory equipment scientific supplies and other goods and services required for laboratory operations ensuring adherence to state procurement policies and established procedures.The Purchasing Supervisor reviews and processes purchase requisitions compares pricing and quotes through approved systems and provides staff with accurate guidance on purchasing requirements. This role works closely with purchasing and accounting units to support accurate documentation timely payment and consistent implementation of purchasing practices. Work is performed under general supervision and contributes to efficient and compliant procurement functions within a highvolume operational environment.
Key Duties Include:
- Supervise purchasing operations for laboratory equipment scientific supplies and operational materials.
- Review and process purchase requisitions for accuracy completeness and proper routing through approved procurement methods.
- Compare pricing and quotes using NC eProcurement and NC State Term Contracts to support compliant purchasing decisions.
- Track purchases and provide updates to staff and contract or business owners regarding requisition status.
- Develop purchaseofservice contracts in the DHHS Open Window application.
- Coordinate with the SLPH Accounting Unit to ensure timely and accurate payment for goods and services.
- Provide technical assistance to staff on purchasing procedures and consult with internal partners on procurement and contract policy changes.
- Develop and implement unit policies and procedures governing purchasing operations.
- Train purchasing staff and ensure competency in SLPHspecific purchasing requirements.
- Carry out personnel activities including selection appointment promotion dismissal and oversight of work quality and productivity.

Salary Grade Range: $45431.00 - $79504.00
Recruitment Range: $45431.00 - $64000.00

Demonstrated expertlevel proficiency using NC eProcurement to obtain and compare pricing and quotes for scientific supplies laboratory equipment and operational materials.
Documented success reviewing and processing highvolume purchase requisitions with consistent accuracy and adherence to established procurement requirements.
Proven experience developing purchaseofservice contracts in the DHHS Open Window application to support compliant and timely purchasing operations.
Managed intermediatelevel financial coordination workflows with accounting units to support timely and accurate payment for goods and services.
Demonstrated effectiveness training staff in unitspecific purchasing procedures and applying procurement policies to maintain compliant and standardized purchasing practices.
