The mission of North Carolina Emergency Management is to enhance North Carolinas resiliency through active collaboration communication and coordination of protection prevention mitigation response and recovery measures.
About Logistics:
NCEM Logistics provides Resource coordination inventory Management Procurement Support and is Integrated with all Emergency Operations in the State of North Carolina. Currently the logistics section has 12 employees a Logistics Chief and a Deputy Logistics Chief with 2 permanent warehouse and a fleet of transport vehicles the NCEM logistics team is always ready to support during emergencies and non-emergencies throughout the State of North Carolina.
About the Position:
The Purchasing Specialist position is responsible for various information technology (IT) non-IT and other goods and services in accordance with state of North Carolina and federal laws rules regulations and policies. The selected candidate will also be responsible for assisting in developing procurement strategies that are designed to maximize efficiency and minimize cost. The Purchasing Specialist supports the review and submittal of proposals; conducts research to ensure cost reasonableness and works with NCEM designated Contract Administrators to manage deliverables and other aspects of NCEM contracts and interacts/supports other business departments.
The Purchasing Specialist works closely with DPS Purchasing and Logistics and program managers to ensure all purchasing requirements are met and all contract deliverables are submitted. This position will also support operations of the State Emergency Response Team in the areas of procurement and contracts management and will report to SEOC during Activations.

Management Preferences:
- Working knowledge of government laws regarding contracts and/or procurement.
- Working knowledge of contract/RFP/RFQ/IFB formulation and/or development.
- Experience with various procurement methods.
