Job Description:

The Contracts and Specifications Engineer is the Leader and Manager of the Contracts Section in the Bureau of Project are responsible for overseeing and directing all Contracts Section activities including Construction Contract Advertisement and Award Contractor Payment Processing Documentation Review Contractor Prequalification and Systems Administration. The Contracts and Specifications Engineer shall consult and advise Program Managers Assistant Program Managers Project Managers Regional Engineers Superintendents the Bureau of Planning the Civil Rights Office the Legal Office and the M&O Contract Office on deficiencies concerning bids plans and contract books and recommend corrective action.

The Contracts and Specifications Engineer is responsible for hiring and developing the human resources necessary to meet these expectations and needs.

In addition to these daily duties they will be considered a member of the Bureau Management team (attending meetings with Program Managers) Chair the Quality Using Innovative Contracting (QUIC) Team and maintain the Department of Transportation Standard Specification book the Department of Transportation Standard Detail book Supplemental Repair Specification and Special Provisions.

To be minimally qualified for this position candidates must provide evidence of the following experience:

Registration as a Professional Engineer and one (1) year work experience in Civil Engineering at the professional level (beyond such licensure) to include one (1) year experience demonstrating progressively responsible duties in program or project management and/or management responsibilities.
