Public Affairs Specialist
Job Summary
The position is located at a Department of Veteran Affairs (VA) medical facility. The purpose of the work is to plan and conduct a public affairs program of a large and complex medical facility.

Prepares scripts audio-visual materials and brochures for ceremonies briefings and orientations.
Originates provides guidance and over-sees the preparation of public speeches and statements used by or issued by the medical facility director.
Develops short and long-term public affairs action plans.
Identifies items for information dissemination based on knowledge of medical facility mission and the recognized need for public or internal knowledge of the purposes and backgrounds of facility programs.
Arranges for special group tours and participates in special events.
Recommends the adoption of innovative public affairs policies strategies approaches to the Department Public Affairs Officer.
Initiates and prepares responses to inquiries from interested groups and the general public concerning policies and activities of the medical facility public involvement program.
Establishes cooperative working relationships with the local and regional media; writes and disseminates news releases and feature articles regarding the medical facility mission functions programs and policies to print and broadcast media representatives.
Organizes and coordinates print and broadcast media interviews with staff members; and oversees all arrangements with the media involving medical facility activities.
Establishes relationships with internal and external stakeholders.
Evaluates and advises management officials on specific courses of action to follow in making public announcements particularly on policy statements which inform the public on medical facility positions.
Cultivates and maintains contacts with institutions state and city officials community organizations industry and other centers of influence to improve the publics understanding and awareness of medical facility activities.
Analyzes and evaluates comments proposals or suggestions in the local community among employees and in the media outlets in developing recommendations for management concerning the medical facilitys impact in the community.

- Physical Requirements: Work is generally sedentary with walking required during visits and tours of Medical Center. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility s required in terms of staging and assisting staff with equipment and other required materials. Work does occasionally require incumbent to be outdoors as for special events or as escort for media crews. Coordination and participation in meetings and other community relations activities requires presence in a variety of inhouse and off-station areas and facilities. The incumbent has access to office automation and computer equipment.

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that is directly related to the work of the position and has equipped you with the particular knowledge skills and abilities to successfully perform the duties as a Public Affairs Specialist. Qualifying specialized experience includes experience where you were responsible for applying advanced communication and analytical practices methods and techniques to the solution of complex public affairs problems; planning developing and producing a variety of materials and publications (including print visual Web-based multimedia and video materials) to achieve understanding of various points of view or concepts; advising leadership on the development of communication plans and strategies; establishing and maintaining effective working relationships with local media representatives and community groups; and coordinating and implementing special events ceremonies outreach campaigns tours and other activities to generate public awareness of organizations mission.
NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
