Greystones is hiring for a Part-time Proposal Manager to lead the development and delivery of compliant compelling proposals across our federal and Department of War (DoW) pursuits. This role owns the end-to-end proposal lifecycle (from solicitation analysis and kickoff through outline development content management color-team reviews production and submission) for RFPs RFIs sources-sought notices and task order responses. The ideal candidate is an experienced proposal professional who has managed responses to DoD solicitations SeaPort (SeaPort-NxG) task order requests and Commercial Solutions Opening (CSO) opportunities and who can move quickly manage multiple contributors and produce high-quality submissions under tight deadlines. This is a flexible project-based role well suited to a seasoned proposal manager who wants meaningful mission-focused work without a full-time commitment.
This is a remote part-time position within the Contracts department reporting to the Director of Operations.
$65- 100/hr
Key Responsibilities
- Manage the full proposal lifecycle for federal and DoD opportunities (RFPs RFIs sources-sought and task order requests) from solicitation review through submission.
- Analyze solicitations (Sections L and M SOW/PWS and evaluation criteria) and build compliant proposal outlines compliance matrices and response templates.
- Lead proposal kickoffs establish and enforce proposal schedules and coordinate writers SMEs capture leads teaming partners contracts and pricing to keep pursuits on track.
- Plan and facilitate color-team reviews (Pink Red and Gold) and manage recovery and final revisions.
- Write edit and shape non-technical sections (executive summary management approach past performance and resumes) and ensure a consistent persuasive and compliant narrative throughout.
- Manage SeaPort (SeaPort-NxG) task order responses in accordance with vehicle-specific instructions and portal submission requirements.
- Prepare and manage responses to Commercial Solutions Opening (CSO) solicitations including solution brief/white paper and full proposal phases.
- Ensure final documents are fully compliant professionally formatted and submitted on time through required portals (e.g. SeaPort and agency-specific portals).
- Maintain and improve proposal artifacts reusable content libraries templates and lessons learned.
Required Qualifications
- Demonstrated experience managing proposals in response to Department of War (DoW) RFPs.
- Hands-on experience managing SeaPort (SeaPort-NxG) task order proposals and submissions.
- Direct experience preparing and managing Commercial Solutions Opening (CSO) RFPs and CSO responses.
- Proven ability to lead the full proposal lifecycle and deliver compliant on-time submissions with the flexibility to support critical deadlines as needed.
- Strong command of solicitation analysis compliance matrixes and color-team review processes.
- Excellent writing editing and organizational skills with strong attention to detail and document formatting.
- Ability to manage multiple contributors and competing deadlines with minimal supervision in a remote part-time capacity.
- Proficiency with Microsoft Word Excel PowerPoint and SharePoint (or equivalent collaboration tools).
- Bachelors degree; relevant experience may be considered in lieu of a degree.
- U.S. person status; ability to obtain and maintain a security clearance may be required depending on the pursuit.
Preferred Qualifications:
- APMP certification (Foundation Practitioner or Professional) and/or Shipley proposal process training.
- Experience with additional federal/DoW contract vehicles and pathways (e.g. GSA MAS IDIQs OTAs SBIR/STTR).
- Familiarity with AI big data analytics or IT/technical services proposals.
- Experience with proposal management and collaboration tools (e.g. SharePoint Privia or similar).
- Prior proposal support to other small business federal contractors.
