GOVERNMENTAGENCY&LOCATION:

NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain.

JOBSUMMARY:

Provide services in support of the overall operationalobjectivesof Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT) and its effort to provide facilities and engineering support to Naval Support Activity (NSA) Bahrain and its areas of duties are to provide planning estimating scheduling engineering projectmanagementand administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. NSA Bahrain iscomprisedof four (4) installations known as NSA 1 NSA 2 NSA3and Isa Air Base.

EDUCATIONandEXPERIENCEREQUIREMENTS:

• If an Architect:

• Completion of a course of studies accredited by the National Architectural Accrediting Board (NAAB) for an architectural program from a college or university earning aBachelors or Mastersdegree in architecture supplemented by a considerable amount of hands-on facilities design experience isrequired.

• Bachelors degree in a National Council of Architectural Registration Boards (NCARB) accredited Architectural program or approved equivalent experience and minimum of 5 years of architectural design including at least 1 year working on facilities projects for a Federal Agency.

• Registration as a Registered Architect (RA) is desired.

• Minimum of 5 years of professional architecture including facilities design experience for construction of new or repair of existing facilities including renovation design experience isrequired.

• If an Engineer:

• Completion of a course of studies from an Accreditation Board for Engineers and Technology (ABET)accredited Engineering program from a college or university with a bachelors or masters degree inengineering supplemented by a considerable amount of hands-on design experience isrequired.

• Registration as Professional Engineer (PE) in their engineering discipline is desired.

• Minimum of 5 years of professional engineering including facilities design experience for constructionof new or repair of existing facilities including at least 1 year working on Capital Improvement projectsfor a Federal Agency isrequired.

• Independenttimely professional architectural and engineering support services and consultation for the planning design construction repair and maintenance of facilities and other real property infrastructure for Supported Commands including specific projects special projects demolition maintenance spaceutilizationand facilities development. This includes preparation and review of detailed architectural and engineering analysis calculations and designs development of plansspecificationsand cost estimates in support of in-house and A/E design bid build and design-build projects for a wide range of projects for real property.

• Support services include but are not limited to input and feedback on third party designs and recommendations with respect to programming space planning concept design development sustainable practices and codes compliance assurance to include analysis of furnished drawings and specifications review of cost estimates and other required services. The professional services provided will be part of a Navy team that supports a diverse range of facility types particularly thosepertaining toshore installation facilities.

• Participation in conferences with project stakeholders and collaboration with other engineering and architectural disciplines to ensure system coordination and integration with specific project requirements.

• Maintain broad professional knowledge skills and experience in relevant architectural and engineering concepts theories principles practicestechniquesand their associated impacts as related to architectural and engineering design.

• Apply those knowledge skills and experience to plan design manage construct preserve restore rehab oversee andmaintaina wide range of shore installation facilities projects.

• Knowledge of DoD/DoWand Navy guide specifications criteria and policy; the International Building Code; Life Safety Code industrycodesand standards; and standard practices as related to architectural design.

• Knowledge of local and foreign country laws codes and other statutory requirements affecting architectural and engineering design throughout the NAVFAC EURAFCENT area of responsibility (AOR).

• Knowledge skills and experience with Microsoft Office products architectural and engineeringdesignand analysis software and other applicable DoD/DoW Navy and NAVFAC computer systems and software used by the Command.

• Ability to produce results of analysis in writing; review andconsolidatefindings of others; and evaluate recommendations and facts.

• Ability to make oral presentations of proposed designs and results of studies.

• Knowledge of budgetingplanningand project management techniques including the ability to coordinate the work of others and lead teams.

• Knowledge of and full compliance with Safety Policy and Guidance and use of personal protective equipment.

• Provides Project Management services from project initiation phase through project close-out including project governance planning design management and quality assurance cost estimating scheduling funds management projectmonitoringand project close-out.

• Provide project management services and deliverables across all five project phases (Initiation Planning Design ConstructionCloseOut) noting that all final approvals and decisions areretainedby the Government.

• Conduct construction site visits and inspections to verify construction progress and ensure construction contractor compliance with contract documents specifications approved submittals safety regulations and quality control plans.

• Manage the overall submittal process to ensuretimelycommunication of project requirements and acceptability of Construction Contractors proposed products and installation procedures.

• Provide overall project schedule managementidentifyingpotential delays assessing the impact ofchanges and recommending any corrective actions to the COR to ensuretimelyproject completion;includes baseline schedules regularly updated schedules recovery schedules and look ahead schedules.

• Monitor contractor compliance with contracted schedule.

• Review Construction Contractors schedulesubmittedwith contract modification proposals andprovidedetailed analysis to Governmentregardingschedule impact of the proposed changes or claims.

• Communicate schedule status with the COR and other applicable stakeholders for project coordination and resolution of potential problems.

• Review and analyze Construction Contractors 3-Week Look Ahead schedules to ensure they are aligned with the Project Schedule and tofacilitatecoordination with affected stakeholders. Specific schedule requirements will be specified in the design/construction contract.

• Developaccurateand reliable cost estimates for various project phases proposed changes value engineering variations and other cost-related activities.

• Provide an objective and thorough evaluation of the technical aspects of Construction Contractor proposals ensuring the proposed solutions meet the project requirements and are technicallyfeasible.

• Evaluatethe Construction Contractors proposed scope of work methods techniques and procedures for proposed changes to ensure theadditionalcosts and/or time are fair and reasonable and do notrepresentwork that is already in their contract.

• Assessthe technical soundness and completeness of the contractors proposed design (if Design/Build) anddemonstratesa full understanding of the work andcomplies withthe contract documents and Uniform Guide Specifications.

• ReviewConstruction Contractors proposed costs and time to ensure they are fair and reasonable and are comparable to Governments estimates and/or XM estimates.

• Prepare Technical Analysis andassistContracting Officer and COR with preparation of Pre-Negotiation and Post-Negotiation Memos.

• Assist Contracting Officer and COR with negotiation of proposed changes with the Construction Contractor.

• Provide thorough review of Requests for Paymentsubmittedby designers construction contractors commissioningagentsand providers of other services that have contracted with the Government for the Task Order Projects.

• Verify the Construction Contractor is meeting project requirements and provideadditionalcoordination asrequiredwith the COR the Supported Command building occupants and other stakeholders.

• Provide the required technical experts as defined in the Labor Categories Table to provide Critical Systems Acceptance and all necessary coordination with all stakeholders.

• Review design documents throughout design process to ensure design will result in high quality and properly functioning systems. Note: These reviews are limited to constructability and operability considerations and do not constitute architect/engineer services.

• Visual inspection of the installed systems to verify compliance with drawings specifications and applicable codes.

• Witness a series of tests to verify that the systems function as intended under various operating

• conditions.

• Verify Commissioning has been completedin accordance withthe contract documents.

• Identifyany deficiencies and notify the COR.

• Re-inspect and re-test the systems to verify that the deficiencies have been corrected if applicable.

• Review all documentation related to the systems including as-built drawings systems acceptance and commissioning plans commissioning reports O&M manuals test reports deficiency reports and training materials.

• Verify Construction Contractor provides training to the owners personnel on the operation and maintenance of the systems.

• Recommend acceptance or rejection of the systems to the COR.

• Establish andmaintainclear consistent andtimelycommunication among all project stakeholdersincluding the Construction Contractor DOR COR Supported Command and other interested parties.

• Develop a communication plan that outlines the communication methods frequency and responsibilities for each stakeholder group. The Government will review and approve the communication plan.

• Communicate schedule progress and provide updates on ongoing and upcoming definable features of work being performed as well as any schedule conflicts or delays.

• Communicate design progress and provide updates during design phase and coordinate with design team to ensure project schedule ismaintainedand that the design of different systems and components are compatible and integrated.

• Coordinate all project related issues including but not limited to temporary facilities project signage and barricades occupancy plans phasing permits environmental requirements utilities weather preparedness off-hours work requests outages Construction Contractor laydown parking jobsite rules worker conduct stakeholder questions and complaints etc.

• Responsible for administering Project Governancein accordance withNAVFAC Instruction 11013.41B.

• Establish andmaintainGovernment-approved Project Management Plan ProjectCharterand Stakeholder Register

• Create and implement once Government approves Risk Management Plan including Risk Register and Risk Matrices.

• Create and implement Change Management Plan including tracking of all proposed changes and mods their status and impact on project cost and completion date. Change Management Plan shall include XMs responsibility toexpeditethe change process.

• Create andmaintainEscalation Matrix. XM shallfacilitateconflict and dispute resolution.

• Establish leadership teams; Project Leadership Team (PLT) Senior Leadership Team (SLT) and Executive Leadership Team (ELT) andfacilitatetheir periodic meetings.

• Ensure Formal Partnering or Informal Partnering is conductedin accordance withNAVFAC P-406 and dependent on which type of partnering is required by the project specifications. If Formal Partnering isrequired XM shall coordinate andparticipate. If Informal Partnering isrequired XM shall lead the partnering program in conjunction with the Construction Contractors project leader.

• Facilitate project meetings ensuring that all stakeholdershave the opportunity toparticipateand provide input.

• Coordinate and prepare meeting agenda and minutes for all contractually required meetings.

• Maintain strict confidentialityregardingall project information and shall notdiscloseany sensitive confidential potentially controversial or unfavorable information.

• Institute procedures acceptable to the Contracting Officer and fullycomply withthe Governments procedures formaintainingthe confidentiality of information and maintenance of Federal procurement integrity standards of performance.

• Use NAVFACseCMSprogram for all project correspondence submittal process RFI process and storage of project documentation.

• Submit to COR a Construction Management Report documenting all aspects of project status on aweekly basis for as long as the project is active.

• Establish andmaintaina secure efficient and compliant process for managing ConstructionContractors and all subcontractors access to military installations.

• Coordinate DBIDS enrollment and renewals with the installation security office. Ensuring that all Construction Contractor personnel complete the required background checks and security training.

• Ensureall Construction Contractor personnelcomply withall access control procedures.

• Serve as the primary point of contact with the installation security office.

• Reportany security incidents or concerns to the COR.

• Monitor compliance with all applicable security regulations.

• Terminateaccess credentials upon project completion.

• Manage the Project Close-Out Processin accordance withcontract documents and NAVFAC policies and procedures as follows:

• Ensure Construction Contractor providestimelysubmittal of all close-out documents including but not limited toeOMSI Facility Data Workbook SustainabilityeNotebook O&Ms As-Built Drawings Record Drawings Warranties and DD Form 1354s ifrequired.

• Review all close-out documents to ensure correctness and contract compliance beforeforwardingthem to the Government. XM shall return non-compliant submittals to COR for action.

• Manage the NAVFAC Red Zone (NRZ) process tocomply withcontract documents including coordination with all stakeholders preparation of NRZ POAM and Checklist and coordination of critical NRZ activities.

• Manage the Completion Inspections process including Construction Contractor compliance with Punch-Out Inspection requirementsparticipatingin Pre-Final and FinalInspectionsand providing all necessary coordination with stakeholders.

• Verify Construction Contractor compliance with contract documents for Warranty Management including submittals warranty tags and warranty follow-up inspections.

• Verify Construction Contractor compliance with contract documents with respect to training of building occupants and provision of spare parts.

• Assist the COR with final financial reconciliation;assistwith final payment processing release of retainage when applicable and financial closeout of the project.

• Assist the COR with archiving final record documents for the project.

• Prepare narratives and ratings for the Contractor Performance Assessment Reporting System (CPARS)in accordance withthe template andsubmitthem to COR.

• Assistwith occupancy support including coordination of move-in activities and initial occupancy issues.

• Provide latent defect investigation including documenting and coordinating resolution of latent defects that appear after project completion but within the liability period.
