Role description:

Arcadis is seeking a highly skilled and motivated Project Engineer (Civil/Enviromental)to support one of the most iconic and consequential infrastructure initiatives in the United States the Gateway Hudson Tunnel Project (HTP).

We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program one of the most ambitious and impactful transportation initiatives in the nation and is designed to strengthen mobility enhance resiliency and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new two-track rail tunnel beneath the Hudson River along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities:

• Assist with design reviews resolve technical issues and coordinate design change documentation.
• Provide technical support during construction review contractor submittals and monitor progress against milestones.
• Facilitate communication among stakeholders schedule meetings and assist with project documentation including drawings and specifications.
• Provide opinions on constructability means and methods and the impacts of technical decisions on the overall project including analysis of critical path schedule impacts and scenario analyses.
• Support the integration and coordination of all HTP Packages ensuring comprehensive interface management and collaboration among design construction and operations teams.
• Assist with programmatic oversight and management of project controls functions including schedule cost change risk and document management.
• Update project controls procedures workflow processes and tools as requested.
• Prepare and submit monthly and quarterly project reports including safety quality environmental and milestone status updates.
• Maintain a lessons learned register and master issues log for the HTP.
• Support implementation and monitoring of the HTP Project Management Plan (PMP) Quality Management Plan (QMP) and other federally required plans.
• Ensure compliance with applicable federal state and local regulations including NJDEP (Flood Hazard Area Freshwater Wetlands and NJPDES) NEPA USACE Section 404/401 Section 106 and county or municipal permitting requirements.
• Assist with quality assurance activities including witnessing testing periodic audits and ensuring compliance with technical specifications and contract requirements.
• Support construction and rehabilitation of stormwater infrastructure including detention basins bioswales and infiltration systems in conformance with approved designs and permit conditions.

Qualifications & Experience:

• Bachelors degree in Civil Engineering Water Resources Engineering or related discipline.
• Professional Engineer (PE) license in NJ or NY preferred.
• 510 years of experience in civil water resources or environmental engineering preferably on large infrastructure or transportation projects involving hydrology hydraulics and stormwater management.
• Roadway engineering skills such as geometric design grading access management permitting utilities stormwater management roadway drainage design 3D roadway modeling traffic/accident analysis and traffic control and staging plans.
• Strong understanding of watershed hydrology open-channel flow pipe network analysis and floodplain management.
• Proficiency in HEC-HMS HEC-RAS SWMM ArcGIS AutoCAD Civil 3D and related engineering software.
• Familiarity with FEMA FHWA AASHTO USACE EPA NJDEP and local regulatory requirements.
• Technical leadership in hydrologic and hydraulic engineering.
• Familiarity with project controls scheduling cost management and risk management.
• Knowledge of federal state and local regulations relevant to major capital projects (NJDOT NJDEP NEPA USACE Section 106 County or Municipal agencies etc.).
• Experience with quality assurance construction monitoring and technical documentation.
• Proficiency with BIM AutoCAD MicroStation PMIS and Microsoft Office Suite.
• Strong technical writing communication organizational problem-solving and project coordination skills.
• Ability to work collaboratively with multidisciplinary teams and external stakeholders.

Preferred Skills

• Experience with public sector projects in NJ/NY Metro area and federally funded programs.
• Knowledge of environmental compliance permitting and reporting requirements.
• Experience supporting design-build (DB) delivery including coordination of environmental permitting and approvals on the project critical path.

We offer nine paid holidays and 15 days PTO that accrue per salary range for this position is $140000 - $220000. Actual salaries will vary and are based on several factors such as experience education budget internal equity project and location.
