Job Description:
We are seeking a results-driven Program Manager to join our insurance data team specializing in policy data operations. This is a hybrid role - anchored in program and project management with enough technical depth to hold your own with engineering teams and translate pipeline priorities into business outcomes.
70% Project Management & 30% Technical
The right candidate is equally comfortable presenting a program roadmap to a C-suite executive and sitting alongside a data engineer to debug a failing ADF pipeline. You thrive in ambiguity context-switch without losing momentum and treat operational stability as seriously as new project delivery.
Program & Project Management (70%)
- Own end-to-end program delivery for data platform initiatives - scoping planning risk management and stakeholder communication from kickoff through go-live.
- Maintain a unified view of all active data pipeline projects and operational priorities surfacing trade-offs and sequencing conflicts to senior leadership.
- Communicate program status risks and decisions clearly to C-level executives and business stakeholders - translating technical complexity into business language without losing accuracy.
- Drive cross-functional alignment between data engineering analytics actuarial and business teams; ensure requirements are clearly captured and validated before build begins.
- Manage competing priorities across new project delivery and ongoing pipeline operations - balancing BAU stability with forward progress.
- Build and maintain program governance structures: status cadences RAID logs decision registers and escalation paths.
- Coordinate delivery timelines and dependencies across Azure Data Factory SSIS and Databricks workflow initiatives.
- Lead retrospectives and continuous improvement cycles; document and socialize lessons learned across the team.
Technical Oversight (30%)
- Maintain sufficient fluency in Azure Data Factory SSIS SQL Server and Databricks Workflows to review technical proposals identify delivery risks and participate meaningfully in architecture conversations.
- Partner with data engineers to triage and prioritize production pipeline incidents - understanding enough of the stack to assess severity and drive resolution timelines.
- Review and validate data flow documentation pipeline architecture diagrams and technical runbooks for completeness and accuracy.
- Contribute to build-vs-buy and platform migration decisions particularly around SSIS-to-ADF transitions and Databricks workflow adoption.
- Ensure technical deliverables meet data security compliance and insurance industry regulatory requirements.
- Support CI/CD and version control (Git) adoption across the data engineering team as a program-level enabler.
Required Qualifications
- 5 years of program or project management experience with at least 2 years in a data engineering data platform or analytics infrastructure context.
- Demonstrated ability to communicate with C-suite and senior business stakeholders - written and verbal clarity is non-negotiable.
- Hands-on familiarity with Azure Data Factory and/or SQL Server Integration Services (SSIS) - you dont need to build pipelines but you need to understand how they work and what can go wrong.
- Working knowledge of SQL Server and the role of stored procedures in data transformation and reporting workflows.
- Proven experience managing both operational run-the-business priorities and new project delivery simultaneously.
- Comfortable being uncomfortable - ability to quickly absorb new domains context-switch between strategic and tactical work and operate effectively in ambiguity.
- Experience in the insurance industry particularly with policy data is highly preferred.
- Strong understanding of data security and compliance requirements relevant to insurance operations.
- Bachelors degree in Computer Science Information Systems Business or a related field (or equivalent experience).
Preferred Qualifications
- Experience with Databricks Workflows for pipeline orchestration and scheduling.
- Familiarity with Python in a data engineering context - enough to read scripts understand automation approaches and communicate with engineers about implementation options.
- Exposure to BI tools such as Power BI or Tableau in a reporting or data ops context.
- Hands-on experience with CI/CD pipelines and Git-based version control for data workflows.
- PMP PMP or equivalent program management certification.
- Experience supporting or leading SSIS-to-Azure Data Factory migration programs.
