POSITION PURPOSE:
Lead and coordinate MESDs Title I-C program so eligible students in component districts can access educational and support services that address their needs. The position connects students families schools and community partners and ensures that program services are planned delivered and documented in accordance with grant requirements.
NATURE & SCOPE:
This position manages the day-to-day implementation of a grant-funded program across multiple districts and settings. The program manager works with the Oregon Department of Education (ODE) component district staff families and community partners; coordinates identification and recruitment instructional and support services family engagement grant activities budgets and reporting; and supervises assigned staff. The program manager exercises judgment in setting work priorities and resolving program issues within approved plans budgets state and federal requirements and direction from the department Director. Some direct student or family support travel and evening or weekend work may be required.
ESSENTIAL JOB FUNCTIONS:
- Coordinate with ODE and component districts to plan implement and monitor Title I-C services for eligible students in accordance with approved grant plans and applicable requirements.
- Prepare or coordinate grant applications work plans program reports and related documentation for regular school year preschool and summer services as assigned.
- Develop staff work plans and assignments; monitor program activities service delivery and progress toward program goals.
- Coordinate identification and recruitment activities; review eligibility documentation and facilitate corrections in accordance with ODE procedures and assigned authority.
- Consult with district staff teachers other professionals and families to identify student needs coordinate educational and support services and connect families with community resources.
- Plan and coordinate instructional outreach and family engagement activities including parent meetings and integration with other programs and services.
- Organize the Title I-C summer program including program activities and coordination with districts on staffing and implementation.
- Develop and monitor program budgets and expenditures; prepare financial reports as required.
- Maintain accurate program records and data and submit required state federal and local reports.
- Supervise and evaluate assigned staff and make recommendations to the supervisor on selection assignment and other personnel matters.
- Provide direct educational or family support as needed which may include Spanish-language interpretation or translation when qualified and appropriate to the assignment.
- Represent MESD at statewide Title I-C coordinator meetings and other program meetings as assigned.
- Contribute to a positive work environment resolve program problems collaboratively maintain regular and reliable attendance and use appropriate safety practices.
- Transport students between school and service locations when required and authorized.
- Attend professional development and other meetings.

MINIMUM QUALIFICATIONS SKILLS ABILITIES:
- Knowledge of Title I-C federal and Oregon requirements including identification and recruitment eligibility documentation service delivery and reporting.
- Ability to work effectively with students and families from varied backgrounds and to build partnerships with districts and community service providers.
- Ability to communicate effectively in English and Spanish orally and in writing and to work respectfully with the communities served.
- Ability to train and guide staff in identification and recruitment practices and review documentation for compliance with applicable requirements.
- Ability to plan and manage programs budgets records and data and to supervise assigned staff.
- Effective problem-solving interpersonal written communication and computer skills.
- Ability to perform the essential duties of the position with or without reasonable accommodation.
- Valid drivers license and ability to meet MESD driving requirements when driving is assigned; ability to obtain and maintain ODE Type 10 driver certification if assigned to transport students in a vehicle requiring it.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:
- Bachelors degree in education or a related field and
- Current Oregon TSPC license required: Teaching School Counselor School Social Worker or Administrator license or the ability to obtain one by the start of employment.
- At least three years of successful experience working with students families and community service agencies in a Title I-C program.
- ESOL endorsement preferred.
WORKING CONDITIONS:
Work is performed in offices schools community settings and at outdoor events. The position may involve high-stress student family or personnel situations; sitting and walking; computer and office equipment use; travel; and occasional evening or weekend meetings. Driving a personal or district vehicle may be required for assigned duties.
