Work that Matters.The Maryland Department of Housing and Community Development(DHCD) is a national leader in community development and affordable housing. The Divisionof Neighborhood Revitalization seeks a highly organized customer oriented self-motivatedteam player experienced with community development community planning financialmanagement and grant and loan administration.
DHCD has an immediate opening for a Director in its Division of Neighborhood Revitalizationto help oversee a suite of community development programs that invests in revitalizationthroughout the state outside of Baltimore City. Collectively the Neighborhood Revitalizationdivision invests approximately $180 million in community economic development programs andprojects.

This position offers a salary range of $113157 - $137943/year with potential for advancement up to $178453 based on qualifications equity and hiring guidelines. Initial salary offers are determined by qualifications experience and available budget and typically do no exceed $137943/year.

Baltimore City with occasional travel to the Departments headquarters in Lanham MD. DHCDoffers a combination hybrid in-person/telework work environment.
POSITION DUTIES
This Director position provides key leadership and policy expertise in the field of community development. The position leads a team responsible for managing a suite of neighborhood revitalization programs with a particular focus on communities across Maryland. The position oversees grants loans projects and services provided to local governments and nonprofit organizations from application to award and monitoring. The position provides leadership in program and partnership development and the provision of technical assistance to stakeholders community leaders government officials and interagency partners seeking to revitalize communities.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree from an accredited college or university.
Experience: Ten years of experience in the community development field such as performingcommunity stakeholder engagement and/planning implementing community developmentprojects and programs and administering community development grant and loan programs.Additionally must have a minimum of five years experience in a supervisory role or leading ateam.
Notes:
1. Experience in community development field such as performing community stakeholderengagement implementing community development projects and programs and administeringcommunity development grant and loan programs may be substituted on a year-for-year basis forup to four years of the required education.
2. A graduate degree may be substituted for up to two years of the required experience at a rateof thirty credit hours for each year of experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience developing and implementing reinvestment strategies for urban oldersuburban and rural communities.
- Experience in grant administration for government and/or nonprofit organizations.
- Experience in the area of community planning or community development.
