Job Summary
The position is located in the Resource Management Group in the Central Service Center Mission Support Service Unit (AJV). This group is responsible for ensuring seamless support throughout the Service Area on issues related to workforce planning allocation of staffing resources performance and training.
The Program Manager directs an integrated Service Area resource management program supporting multiple Service Units across the AirTraffic Organization (ATO). Manages teams through subordinate managers in workforce planning organizational performance employeedevelopment staffing resource allocation financial resource management and organizational support functions necessary toaccomplish Service Area operational objectives. Coordinates Service Area administrative resource management activities with internaland external organizations concerning pay administration merit promotion Congressional inquiries Freedom of Information Act(FOIA) requests and other organizational support functions affecting Service Area operations.
The work includes complex projects/programs based on the objectives. Directs the administration of training and employeedevelopment programs including Federal Aviation Administration (FAA) Academy quota allocation technical training leadershipdevelopment safety training certification tracking and career progression planning to ensure workforce readiness and compliance withAgency requirements. Evaluates the interrelationships of funding and resource priorities to identify shortfalls and to direct and overseethe preparation of resource appeals. Coordinates financial analysis and cost management efforts using experience applying a detailedtechnical knowledge of FAA and the ATO appropriations policies and procedures.
Applies detailed knowledge of the technical aspect of the work directed providing strategic oversight of Service Area performancemanagement and employees employee recognition and organizational effectiveness programs to improve workforce performancemission and operational readiness and workforce capabilities. Plans directs and integrates administrative programs governingworkforce planning staffing allocations organizational structure organizational performance employee development and training to ensure organizational resources are aligned with Service Area mission requirements.
Applies a detailed knowledge of budget human resource management and other administrative policies and procedures. Managerialduties typically affect managers and employees for more than one organizational unit/project/program and include: strategic planning;communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluatingperformance of organizational units managers and employees; coaching and developing staff and organizational capabilities; approvingleave; and taking or approving corrective/disciplinary actions as appropriate.
Contacts are routinely internal and external to the Service Center. Internal contacts are with subordinates peers and higher levelmanagement to discuss the statuses and results of projects/programs and plan position management staffing levels allocations andorganizational structure for the future. May represent the Mission Support Services (AJV) ATO or the FAA externally as a primary point ofcontact for policies/ procedures or other project/program purposes. Has the authority within guidelines to make commitments for themajor subdivision to establish new policies/procedures and to make exceptions.
Work is typically governed by established policies procedures and mission objectives which leave considerable room for guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higherlevel management except where ATO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipatedproblems which cross organizational lines and disciplines. May participate in developing solutions to FAA-wide problems involvingresource management issues.

- Security Requirement: Moderate Risk (5): This position requires completion & favorable adjudication of a Moderate Risk Background Investigation (Tier 2) background investigation prior to appointment unless waiver is obtained
Candidates must have one year (52 weeks) of specialized experience equivalent to the (FV-J or FG/GS14) level that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge skills and abilities to perform successfully the work of the position to be filled. To be creditable specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience includes:
-Experience in the application of program management principles to develop plans tasks milestone dates and schedules to ensure the timely coordination of activities and effective tracking of processes and costs throughout the program or project life cycle.
- Experience analyzing resource requirements developing staffing and funding solutions ensuring compliance with agency policiesand procedures.
- Experience evaluating workforce and resource data developing recommendations for leadership and supporting strategic planningand operational readiness.

Individual and organizational performance generally are reviewed periodically through performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.

This position is not eligible for remote work. Selectee will be required to report to the Southwest regional office and is eligible for telework.
