Join DHCD in helping communities across Virginia thrive. As a Program Manager youll lead the implementation and oversight of housing and community development programs including the Community Development Block Grant program. Youll provide leadership to staff oversee grant administration and compliance support program planning and improvement and work closely with local governments nonprofit organizations and state and federal partners. Through strong collaboration thoughtful program management and a focus on meaningful outcomes youll help ensure public resources are used effectively to support safe affordable housing and vibrant communities throughout the Commonwealth.

What Youll Do:
Lead and support the implementation of housing and community development programs including the Community Development Block Grant (CDBG) program.
Supervise coach and develop staff while fostering a collaborative accountable and innovative team environment.
Oversee grant administration program compliance budgets contracts reporting and project tracking to ensure effective stewardship of public funds.
Interpret and apply federal and state regulations funding requirements and program policies to support compliant and effective program delivery.
Build strong partnerships with local governments nonprofit organizations state and federal agencies and other stakeholders across Virginia.
Provide technical assistance guidance training and support to grantees and community partners to help them successfully implement programs.
Monitor program performance identify opportunities for improvement and recommend solutions that strengthen program delivery and outcomes.
Review program and financial data prepare reports and presentations and provide leadership with timely information and recommendations.
Support the development of program guidance procedures and policies that promote consistency accountability and continuous improvement.
Travel throughout Virginia to conduct site visits provide technical assistance and training engage with community partners and other agency needs. A valid drivers license is required.

Minimum Qualifications

Knowledge of peoplemanagement techniques including staff coaching performance management conflict resolution workload planning and fostering effective team collaboration.
Exceptional skills in data collection management and analysis enabling insightful data interpretation comprehensive report compilation and informed recommendations using relevant software.
Skilled in preparing and delivering technical presentations providing complex technical assistance and designing impactful training workshops facilitating capacity-building efforts.
Strong skillset in forging strategic partnerships and fostering collaboration amongst stakeholders enhancing program effectiveness.
Excellent communication and organizational skills adept at managing multiple priorities with a focus on problem-solving and analytical thinking.
Progressive leadership and supervision experience including directing evaluating training and developing professional staff.
Expertise in interpreting and applying federal state and local laws regulations and funding requirements for community development economic development and housing grantfunded initiatives.
Extensive experience administering largescale housing and community development grants for local governments nonprofit organizations and/or communitybased entities. Including contract management. internal controls and program budgeting.
Key compliance and risk management experience including risk identification assessment mitigation planning corrective action development and ensuring adherence to regulatory and funding requirements.

Additional Considerations

Knowledge of Community Development Block Grant (CDBG) program requirements preferred.
Prior experience managing federal or state housing/community development grants of significant scale (e.g. multimillion-dollar portfolios).
