Job Summary

The Program Manager (PM) serves as the senior leader responsible for the overall management execution and performance of a nationwide Counter-Unmanned Aircraft System (C-UAS) Mobile Training Team (MTT) program supporting Department of War and Joint Force customers. The PM provides strategic oversight of training operations instructor workforce management curriculum development quality assurance contract compliance and customer relations while ensuring the successful delivery of operational C-UAS training at multiple CONUS and OCONUS locations.

The PM serves as the primary point of contact for Government customers Contracting Officers Contracting Officer Representatives (CORs) and supported military organizations. The position is responsible for maintaining training readiness coordinating deployment of mobile instructors ensuring curriculum relevance and scaling resources to meet evolving mission requirements.

Roles and Responsibilities

Program Leadership and Management

  • Direct all aspects of C-UAS Mobile Training Team operations supporting military installations joint organizations and operational units.
  • Serve as the primary interface with Government leadership Contracting Officers CORs and supported commands.
  • Develop and execute strategic plans to support operational and training objectives.
  • Lead a geographically dispersed workforce of instructors curriculum developers training coordinators and support personnel.
  • Ensure program performance meets contractual requirements performance metrics and quality standards.
  • Manage contract execution staffing plans risk mitigation and program budgets.

Mobile Training Team Operations

  • Oversee deployment and execution of mobile training events supporting operator maintainer instructor and staff-level training.
  • Coordinate training schedules instructor assignments travel requirements and resource allocation.
  • Maintain the capability to support multiple concurrent training teams and surge operations.
  • Ensure training events are delivered on schedule and meet operational requirements.
  • Monitor instructor readiness qualifications certifications and professional development.

Curriculum and Instruction Management

  • Oversee the development maintenance and revision of Programs of Instruction (POIs) lesson plans and training materials.
  • Ensure integration of emerging C-UAS tactics techniques procedures (TTPs) lessons learned and operational best practices.
  • Coordinate curriculum updates with government stakeholders and training organizations.
  • Ensure instruction aligns with Joint Training System principles and approved doctrine.
  • Support Train-the-Trainer and Master Trainer initiatives.

Quality Assurance and Performance Management

  • Implement and maintain a Quality Control Program (QCP) to ensure contract compliance.
  • Monitor training effectiveness through student evaluations instructor assessments and performance metrics.
  • Review After Action Reports (AARs) lessons learned and operational feedback to drive continuous improvement.
  • Ensure all deliverables reports and contractual requirements are completed accurately and on time.
  • Identify program risks and implement corrective actions as required.

Personnel Leadership

  • Recruit mentor supervise and evaluate training staff and operational personnel.
  • Develop workforce readiness and succession planning initiatives.
  • Maintain personnel accountability and ensure compliance with security and training requirements.
  • Foster a culture of professionalism innovation and operational excellence.

Customer Engagement and Stakeholder Coordination

  • Build and maintain effective relationships with military commands training organizations and government stakeholders.
  • Lead regular program reviews planning meetings and operational briefings.
  • Provide executive-level reporting on program status readiness training metrics and performance outcomes.
  • Support government inspections audits and performance reviews.

Minimum Qualifications

  • Former military officer senior NCO with C-UAS air defense electronic warfare force protection or training management experience.
  • Bachelors degree in education Military Science Business Administration Program Management Organizational Leadership or related discipline.
  • Minimum of 10 years of Department of Defense military or federal training program management experience.
  • Minimum of 5 years managing large-scale geographically dispersed teams.
  • Experience managing training operations operational training programs or fielding and training initiatives.
  • Demonstrated experience leading teams supporting military operations force development or readiness programs.
  • Active SECRET security clearance; ability to maintain clearance throughout employment.
  • Ability to travel extensively (up to 50%).

Preferred Qualifications

  • Masters degree in a related field.
  • Program Management Professional (PMP) certification or DAWIA certification for Program Management.
  • Experience supporting Joint Combatant Command Service-level or Defense Agency organizations.
  • Experience with Systems Approach to Training (SAT) and Instructional Systems Design (ISD).
  • Familiarity with Joint Training System (JTS) doctrine development and operational readiness programs.
