Main Purpose of Job
The Human Service Specialist III serves as the Divisions Program Compliance Specialist by proactively monitoring compliance in critical areas increasing payment accuracy and assisting in the development of corrective action plans to address deficiencies in the Family Investment Division. This includes investigating Family Investment case actions providing policy and procedural clarification and providing comprehensive findings to upper-level full collaboration with the Program Integrity Administrator this position is responsible for increasing the Divisions efficiency accuracy and overall compliance with DHS mandates to avoid federal sanctions. The Program Compliance Specialist is responsible for providing expert knowledge and assisting in the planning and implementation of new or revised procedures practices and processes for the SNAP E&T Program as well as all other Family Investment Programs.
DHS SHELTER ASSIGNMENTS
DHS employees may be called upon to be emergency essential personnel. The Governor has delegated DHS as the primary agency responsible for Emergency Support Function #6. The Governor can dictate an emergency and require state employees to respond. If employees do not report for duty disciplinary action may occur.
POSITION DUTIES
- Monitors evaluates and participates in Family Investment staff duties which include but are not limited to participating in and monitoring the completion of appeals monitoring payment accuracy monitoring the accuracy and timeliness of overpayments providing local responses to the Office of Administrative Hearings (OAH) concerning appeals participating in and monitoring of fraud investigations and providing local responses to the Office of the Inspector General (OIG) concerning cases involving fraud monitoring and tracking of mandatory ABAWD customers and customers referred to participate in the local SNAP E&T program and providing support to the local department in audits.
- Initiates and maintains open and effective communication with FIA staff with external customers and with outside agencies to convey and collect information to gain cooperation and to achieve consistency in operations and interpretations of policies and procedures by being accessible seeking staff recommendations and feedback and presenting information/instructions clearly.
- Research current trends in processes procedures and legislation related to FIA programs to assess impact. Assist in the planning and implementation of new or revised procedures practices and processes.
MINIMUM QUALIFICATIONS

Experience: Six years of experience two years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices andorganizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

DESIRED OR PREFERRED QUALIFICATIONS

- Two years of experience using Google Suite Applications and the Eligibility & Enrollment (E&E) system.
- One year of professional experience participating in fraud investigations and appeals and conducting case reviews to ensure compliance with Federal State and local mandates.
- One year of experience conducting internal quality assurance audits or case reviews for FIA programs.
