Job Summary
The incumbent will perform the full scope of the duties and responsibilities under normal supervision as Program Assistant assigned to Business Administration Service (BAS) Member Services located at the Department of Veterans Affairs Palo Alto Health Care System (VAPAHCS). The incumbent will provide a high level of administrative and data support to BAS to include Community Based Outpatient Clinics (CBOCs) as well as to the VA Palo Alto Health Care System in the capacity of Program Assistant.
NOTE: This position is currently under a consistency review with a chance of being downgraded.
Duties below are for the Full Performance GS-07 including but not limited to:
- Program Assistant Duties:
- The incumbent provides support for a wide variety of administrative tasks within the service such as validating assisting advising and consulting with administrative services on such matters as personnel equipment administration maintenance disaster preparedness safety programs and workload reports for the CBOC.

- This is primarily a sedentary position but the work requires some walking bending stooping and carrying of light objects such as manuals documents etc. Concentration and sustained performance under prolonged stress are required because of the time factors involved in completion of work assignments with deadlines.

- The incumbent works in an office/clinical setting. Work areas are generally adequate and shared. Occasional travel is required. Frequently walks to and interacts with other services throughout the facility and Community-Based Outpatient Clinics. The incumbent may also occasionally work outside the VA to participate in community events such as Health Fairs Homeless Veterans Stand Downs and Post Deployment Health Re-assessment (PDHRA).

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04.
For a GS-06 position you must have served 52 weeks at the GS-05.
For a GS-07 position you must have served 52 weeks at the GS-06.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-05 Minimum Qualifications
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: providing clerical technical or customer support; receiving and referring phone calls; communicating and treating customers in a courteous tactful and respectful manner while providing consistent information according to established policies and procedures; and using computer programs to prepare documents. Note: Experience must be fully documented on your resume and must include job title duties month and year start/end dates AND hours worked per week.
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. - Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the second year of post-high school.
