Job Summary
The Incumbent is a vital member of the project team which is charged with the responsibility of implementing processing and ongoing management of the VISN 10 Managerial Cost Accounting (MCA) program organized under the Veterans Health Administration (VHA). Incumbent provides analysis of programs business and financial data to support organizational decision making as well as other analytical functions and performs cost analysis using automated systems to retrieve data from various databases.
Duties may include but are not limited to:
General Responsibilities
- Incumbent provides education to hospital employees and other VA personnel on the system data requirements and use of the data generated. This can be done via Skype phone email one on one or in-service training.
- The Incumbent will work with VACO VISN 10 Medical Center Leadership and vendor staff to implement changes based on National and local requirements and maintain the DSS system for VISN 10.
- Conducts studies based on program goals established by higher levels current healthcare program business initiatives pilot project assignments or other requirements identified by the supervisor.
- Develops plans to carry out studies and determines which central information data systems to use.
- Outlines specific items to be included in the study; determines personnel to be interviewed; and identifies the parameters of the study information necessary to prepare reports having sufficient details as to be considered valuable to hospital administrators in the decision-making process.
- The incumbent supports the VISN MCA team in meeting all MCA national performance measures medical center and VISN-level goals.
- Responsible for training new employees and hospital staff oon labor mapping data validation and other MCA related tasks assigned by the MCA Operations Manager.
- Incumbent analyzes the existing automated and manual systems to determine the type of accounting information available.
- Prepares and gives oral presentations on the programs objectives and status to Medical Center and VISN10 personnel.
- Utilizes software packages such as Word Excel Access SQL and communications packages efficiently.
- Supports the development of new databases based on analysis of current databases and applications in order to meet user requirements; improve data collection and management; reduce duplication of effort; and ensure optimum use of automated systems.
- Responsible for coordination of implementation maintenance and training on any MCA related tool or system at the medical center.
- Using Structured Query Language (SQL) develops the databases and tests by ensuring verifying and correcting data. Provides training on systems software programs and databases. Researches and resolves problems determining if hardware software or user procedures are the cause and takes corrective action.
- Maintains and modifies the MCA program in order to reflect any changes in the hospital functions or in the Department of Veterans Affairs automated systems or policy.
- Audits input data i.e. source documents in order to validate the raw data.
- Analyzes cost and utilization trends to identify problem areas provide objective assessment and prioritize and recommend appropriate actions and alternatives.
- Prepares monthly and quarterly VISN cost summary reports which are submitted to executive leadership for review and decision support.
- Establishes and maintains liaison with VISN MCA Operations Manager Directors Chief of Staffs Associate Directors service line executives and other managers at all levels of the VA to support the use of MCA data for decision-making.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
- For a GS-11 position you must have served 52 weeks at the GS-09.
- For a GS-12 position you must have served 52 weeks at the GS-11.

For the GS-11: You may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
- Skill in applying a wide range of established practices theories and emerging information in health care delivery Informatics and applications
- Knowledge of use of clinical software packages
- Broad knowledge of VHA operations national databases (including the Vista architecture and file structure) analytical techniques and clinical applications development techniques; in order to be able to provide general Informatics consulting services and to develop and deliver segments of appropriate Informatics educational and training programs to VHA employees. OR
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. OR
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as follows: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicants total qualifying experience as a percentage of the experience required for the grade level; then determining the applicants education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
- Knowledge of established management principles theories administrative procedures and regulations to assure required actions are taken correctly and within time frames established.
- Knowledge of major VA and VISN program goals and objectives and their interrelationship to other programs and functions in the health care system.
- Knowledge of management principles and theories associated with organizational management and skill in the applications of analytical techniques and methods to conduct qualitative and quantitative analysis in measuring and evaluating efficiency economy effectiveness and quality of health care services to accomplish health care programs some of which are supplemented with contracted services.
Preferred Experience:
- Experience working within a Managerial Cost Accounting (MCA) department with knowledge of MCA processes reporting and operations.
- Experience performing MCA service-level functions including labor mapping cost mapping data validation or other service-specific MCA responsibilities.
- VHA finance experience including accounting budgeting or financial management with an understanding of financial transactions and fiscal processes.
- Clinical operations experience in roles such as Administrative Officer (AO) Health Systems Specialist (HSS) Clinical Applications Coordinator (CAC) VERA Coordinator Group Practice Management (GPM) or equivalent with experience in areas such as clinical reporting scheduling utilization management coding clinical documentation or related operational functions
