Procurement Supervisor

Location: Houston Texas
Compensation: $80000$135000 annually

Schedule: Standard business schedule with overtime as needed

We are seeking an experienced Procurement Supervisor for a direct-hire opportunity with an industrial manufacturing and fabrication operation in Houston Texas.

This position is part of a planned succession strategy. The selected candidate will initially join the organization as a Buyer working alongside the current Procurement Supervisor to learn the companys operations suppliers systems and purchasing processes. The candidate is expected to transition into the Procurement Supervisor role following the current supervisors planned retirement in July 2027.

The position supports the procurement of bulk materials engineered equipment instrumentation transportation shop services and subcontracted services required for manufacturing and project execution.

The ideal candidate brings strong industrial procurement experience technical purchasing knowledge vendor-management capabilities and demonstrated leadership experience within a manufacturing fabrication construction EPC petrochemical or similar technical environment.

• Manage purchasing activities for bulk materials engineered equipment instrumentation transportation shop services and subcontracted services.
• Issue purchase orders and blanket purchase order releases in support of production and project requirements.
• Perform material take-offs solicit competitive bids evaluate supplier quotations and place orders.
• Purchase engineered equipment and instrumentation based on technical RFQ packages.
• Coordinate supplier quotations and technical requirements with Design Process Mechanical and other engineering disciplines.
• Communicate with suppliers to resolve material delivery quality and documentation issues.
• Define material and documentation requirements according to project specifications.
• Support proposal and estimating teams with material pricing availability exceptions clarifications and specification requirements.
• Assist engineering teams with material selection based on cost availability and project requirements.
• Support design verification of drawings prior to release for construction.
• Monitor applicable large purchase orders and obtain supplier completion percentages to support accounting forecasts.
• Maintain strong supplier relationships and ensure procurement activities support production schedules and project cost objectives.
• Support purchasing requirements for site operations and facilities.
• Maintain supplier records including vendor activation and status information.
• Maintain required vendor Certificates of Insurance and procurement documentation.
• Support annual reporting for rented and leased equipment.
• Develop proficiency as a Microsoft Dynamics 365 Business Central SuperUser and support buyer training and system processes.
• Recruit train develop and manage procurement personnel as responsibilities transition into the supervisory role.
• Support procurement requirements across other business units as needed.

• High school diploma or equivalent.
• Minimum 5 years of procurement/purchasing experience involving areas such as bulk materials engineered equipment instrumentation construction materials or industrial services.
• Significant supervisory or leadership experience within procurement purchasing supply chain construction manufacturing or a related environment.
• Experience supporting construction fabrication manufacturing or other technically driven industrial operations.
• Working knowledge of ASME industry codes and standards.
• Experience with purchase orders RFQs competitive bidding supplier negotiations technical specifications and vendor management.
• Ability to work effectively with Engineering Manufacturing Quality Operations Accounting and other internal stakeholders.
• Strong organizational analytical documentation and communication skills.
• Comfortable working onsite in an office environment adjacent to an active fabrication shop.
• Ability to work a full-time onsite schedule in Houston with overtime as business needs require.

• 10 years of supervisory experience.
• Procurement experience within fabrication EPC oil & gas petrochemical chemical pressure equipment construction or similar industrial environments.
• Experience purchasing engineered equipment and instrumentation.
• Experience with material take-offs and technical drawings/specifications.
• Microsoft Dynamics 365 Business Central experience.
• Experience training or developing buyers and procurement personnel.
• Experience maintaining supplier qualification records insurance documentation and vendor databases.

The anticipated base salary range is $80000$135000 per year depending on experience and qualifications.

This is a direct-hire full-time onsite position in Houston Texas.

This opening is being filled in advance of a planned retirement. The selected candidate will initially work as a Buyer while learning the organizations procurement processes systems suppliers and technical requirements.

The successful candidate is expected to transition into the Procurement Supervisor position in July 2027 providing an opportunity to learn the operation directly before assuming full departmental leadership responsibilities.

$80000$135000 base salary depending on experience and qualifications. Direct-hire full-time position. Selected candidate will initially join as a Buyer with planned progression to Procurement Supervisor following the current supervisors retirement in July 2027.
