Job Summary

Demonstrated ability to lead coach and direct a professional team and manage workload and priorities.
- Experience with strategic sourcing including market research competitive solicitations and negotiation to secure bestvalue contracts for a public or complex organization.
- Skill in evaluating total cost of ownership (TCO) lifecycle costs and nonprice factors to recommend contract type term and suppliers that create longterm value.
- Experience drafting and managing formal solicitations (RFPs ITBs RFQs) and contract documents in compliance with laws rules and procurement policies.
- Ability to analyze spend and procurement data identify costsaving and efficiency opportunities and propose practical solutions to supplyrisk and performance issues.
- Proven project management skills including planning coordinating and delivering multiple sourcing or procurement initiatives on schedule.
- Working knowledge of public sector procurement principles and ethics and ability to maintain thorough documentation to support audits and oversight.

The State Procurement Services Division is seeking an individual with exceptional leadership communication project management and problem-solving skills to join the states centralized procurement office. As the Strategic Sourcing Manager you would supervise a small team of contracts officers responsible for supporting the strategic sourcing needs of the State of Montana. Strategic sourcing is a critical practice for improving our performance through reducing costs increasing efficiency and mitigating supply risks. While many procurements are reactive to short-term needs strategic sourcing seeks to align procurement practices with an objective of creating and maintaining long-term value.
