Job Summary

Oversees the countywide Substance Use Disorders Prevention (SUD) Program. Oversees SUD contracts and service delivery with local providers to ensure the program meets its stated objectives.

The Prevention Program Manager provides leadership and support to the Youth Services Prevention team which delivers prevention and psychoeducational programming to youth and families throughout Salt Lake County. The Program Manager oversees program implementation and quality staff development grants and budgets data and outcomes and partnerships with schools community organizations and other stakeholders. This position provides leadership in evaluating current programming identifying emerging community needs and helping shape the future direction and growth of prevention services.

Minimum Qualifications

Bachelors degree from an accredited college or university in Public Health Public Administration Business Administration Social Work or other closely related field plus four (4) years of closely related experience of which one (1) year must have been supervisory; OR an equivalent combination of related education and experiece. Education may not be substituted for the required supervisory experience.

A valid Drivers License accepted by the State of Utah is required at the time of hire. A valid Drivers License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

Essential Functions

  • Oversees the SUD prevention and education programs and contracted services within the community.
  • Administers the development planning monitoring and evaluation of SUD prevention programs.
  • Supervises staff which includes hiring orienting training assigning and reviewing work performance annual work performance appraisals and discipline.
  • Oversees the contracting process and service delivery by developing negotiating coordinating and program auditing of all contracted prevention services.
  • Work closely with licensed professionals within the SUD community to educate and support effective best practice prevention and intervention practices.
  • Assists with preparing and administering budget and expenditures contracts grant applications and proposals.
  • Manage the SUD prevention payment system and data outcomes by coordinating the Web Internet Treatment Service (WITS) entries authorizing payments tracking utilization and developing implementing and analyzing reports.
  • Reviews invoices from contractors for accuracy and compliance and authorizes payment.
  • Conducts annual audit and program site visits of SUD prevention providers.
  • Ensures the SUD prevention services remains in compliance with Utah Code State Rules local ordinances County policy and procedures and contractual obligations.
  • Prepares and ensures all program reports narratives and statistical information is accurate complete and submitted to agencies in a timely manner.
  • Helps establish community coalitions of multiple supporting entities within the county with similar goals to increase community understanding and awareness of best practice SUD prevention strategies.
  • Serves as technical expert and consultant by providing presentations trainings to community stakeholders county employees and departments and public agencies.
  • Represents the department and attends and participates in meetings seminars training and other assigned activities.

Working Conditions And Physical Requirements

Ability to visit other health department and community agency locations as needed.

The job may involve lifting and carrying objects up to 50 pounds.
