Job Summary

Our Austin Texas client is seeking an experienced PMO Director to lead the evolution of its IT Project Management Office strengthen project delivery capabilities and establish a more effective business-focused approach to project and portfolio management. This position requires 4 days/wk on-site work.

The ideal candidate is a transformational leader with demonstrated experience assessing developing and improving enterprise PMO capabilities. This individual must be capable of moving beyond traditional project administration and reporting to establish a PMO that provides meaningful leadership delivery governance strategic alignment and measurable business value.

Success requires strong interpersonal skills executive presence relationship-building capabilities and the ability to influence organizational change. The emphasis is on leadership people and organizational improvement rather than technical project management alone.

Key Responsibilities

1. PMO Strategy and Organizational Transformation

Assess existing PMO capabilities organizational relationships delivery practices and opportunities for improvement.

Develop and implement a practical PMO improvement strategy aligned with TxDOTs business and IT priorities.

Evolve the PMO from a primarily supportive function into a strategic partner that strengthens project execution and organizational accountability.

Establish sustainable PMO standards methodologies governance practices and performance measures.

2. Leadership and Relationship Management

Build trusted relationships with IT leadership business stakeholders project sponsors and delivery teams.

Lead mentor and develop project managers while establishing clear expectations for performance and accountability.

Promote collaboration innovation transparency and continuous improvement.

Influence organizational change through effective communication stakeholder engagement and consensus-building.

3. Project Delivery and Governance

Establish practical scalable project management methodologies and delivery standards.

Support Agile Waterfall and hybrid delivery approaches based on project complexity business requirements and organizational needs.

Strengthen project initiation planning execution risk management and executive reporting.

Develop effective governance and oversight practices to identify delivery challenges early and support timely corrective action.

Establish consistent measures for project health delivery performance and business outcomes.

4. Portfolio Management and Continuous Improvement

Improve visibility into the IT project portfolio including priorities resource requirements dependencies and delivery risks.

Support leadership in project prioritization resource allocation and investment decisions.

Identify systemic delivery challenges and implement sustainable improvements.

Develop repeatable PMO capabilities that balance organizational standards with flexibility and practical execution.


Requirements

* Significant experience leading or transforming an enterprise IT PMO preferably within a large complex organization.

* Demonstrated success developing or improving PMO governance methodologies delivery standards and organizational capabilities.

* Strong leadership and interpersonal skills with experience building relationships across executive business and technical teams.

* Proven ability to lead organizational change influence stakeholders and improve project delivery performance.

* Experience managing and developing project management teams.

* Working knowledge of Agile Waterfall and hybrid project delivery methodologies.

* Strong executive communication strategic planning problem-solving and organizational assessment skills.

* Ability to balance structured governance with practical flexible delivery approaches.

Preferred

* Experience establishing or transforming a PMO within a Texas state agency or similarly complex public-sector organization.

* Experience implementing enterprise PMO improvement initiatives including governance portfolio management and organizational change.

* Experience overseeing complex IT modernization initiatives involving multiple vendors business stakeholders and delivery teams.

* Project Management Professional (PMP) certification is preferred but not required.
