The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregons consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers compensation occupational safety and health financial institutions insurance companies and building codes. The department has consumer protection and education programs offices and ombuds to help consumers injured workers and businesses.

This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction reconstruction alteration and repair of buildings and other structures and the installation of mechanical plumbing and electrical devices and equipment.

This position is represented by the American Federation of State County and Municipal Employees union (AFSCME).

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However regular scheduled office hours are also required.

Heres what you will do:

As a Plans Examiner Residential you will examine construction plans blueprints architectural drawings designs and other documents involving structural analysis of one & two family dwellings townhouses and accessory structures for compliance with building mechanical plumbing and fire protection codes. You will also provide code interpretation guidance and council on highly technical engineering issues and technology and advice and problem-solving assistance on technical or problematic issues to division staff and inspectors building departments fire departments architects engineers other state agencies and public throughout the State.

Heres what you need to qualify:

Minimum Qualifications:

• Possession of an Oregon Inspector Certification (OIC)

AND

• Possession of an Oregon Residential Building Inspector Certificate OR International Code Council (ICC) B1 Residential Inspector certification

AND

• Possession of an Oregon One and Two Family Dwelling Plans Examiner Certification OR International Code Council (ICC) R3 Residential Plans Examiner certification

Requested Skills:

• Ability to communicate technical requirements/procedures to non-technical customers

• Effective verbal and written communication skills occasionally with irate or upset individuals

NOTE: If you possess all of the following listed below it is possible that you could be hired at the higher classification of Plans Examiner Commercial & Residential with a salary range of $5984-$9190.

• Oregon Inspector Certification (OIC)

• Oregon One and Two family Plans Examiner Certification

• Oregon Structural A-Level Plans Examiner Certification

• Oregon Fire and Life-Safety Plans Examiner Certification

• Oregon Commercial Mechanical Inspector Certification

• Oregon registration as an architect or professional engineer OR two years combination of experience and/or education that is in the construction related field

Additional information:

• Per the Pay Equity Law passed in 2017 an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered. The assessment will be based on the relevant experience education training and certifications documented in the application materials. On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

• The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.

• The State of Oregon does not request or require your age date of birth attendance or graduation dates from an educational institution during the application process. This information may be required after the interview process depending on the requirements of the position.

• The successful candidate must have a valid drivers license and a satisfactory driving record. Before an offer of employment DCBS may request that you provide an official driving record.
