The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

The main purpose of this position is to promote andensure compliance within the Payroll& Audit Unit through auditing analysis trainingprocedural development and oversight ofpayroll and timekeeping operations utilizing theTimeClock Plus and Workday systems.

The position conducts routine and targeted audits ofpayroll and timekeeping activitiesanalyzes data to identify trends discrepanciescompliance concerns and potential auditissues and recommends appropriate corrective actionsor process improvements. Theposition is responsible for ensuring payroll andtimekeeping practices remain consistentwith Department of Budget and Management requirementsCOMAR the AnnotatedCode of Maryland applicable legislative requirementsand established Departmentalpolicies and conjunction with the DeputyDirector and Director of Payroll &Audit the position develops and maintains StandardOperating Procedures the Payroll &Timekeeping Manual training materials and unitoperating procedures; identifies trainingneeds; and assists with implementing policy and systemupdates.

Additionally the position supports consolidatedagencies correctional agencies and theDPSCS Office of the Secretary by providing guidancetraining audit oversight andtechnical assistance to promote the accurate timelyand compliant processing ofbiweekly payroll.

MINIMUM QUALIFICATIONS

Education:Graduationfrom an accredited high school or possession of a high school equivalencycertificate.

Experience: Three years ofadministrative staff or professional work.

Notes:

1. Candidates may substitute 30college credit hours from an accredited college or university for each year upto two years of the required experience.

2. Candidates may substitute thepossession of a Bachelors degree from a college or university forthe required experience.

may substitute U.S. Armed Forces military service experience as acommissioned officer involving staff work that included the regular use ofindependent judgment and analysis in applying and interpreting complexadministrative plans policies rules or regulations or analysis of operationalprograms or procedures with recommendations for improvement on a year-for-yearbasis for the required experience.

SELECTIVE QUALIFICATIONS

At least one year of experience performingpayroll timekeeping financial or compliance audits including reviewingrecords for accuracy and compliance with established policies and procedures.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants whopossessthefollowing preferred qualification(s). Include clear and specific information onyour applicationregardingyour qualifications.

  • Experience reviewing records for accuracy compliance and internal controls to identify discrepancies and prepare comprehensive audit findings.
  • Experience with Workday TimeClock Plus or similar payroll/timekeeping systems.
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

Personal Leave - new State employees are awarded six(6) personnel days annually (prorated based on start date)
