Definition
Under limited supervision plans directs and coordinated the activities of the Parks Division of the City of Logan Parks and Recreation Department.
Qualifications
Bachelors degree in Parks Management Recreation Horticulture Construction Management or closely related area AND experience equivalent to five (5) years full-time landscaping grounds keeping or parks maintenance work including five (5) years full-time supervisory experience.
Must possess a valid Utah Commercial Drivers License.
Must possess or be able to obtain a Non-Commercial Pesticide Applicators License from the State of Utah within the first year of employment.
Preference may be given to those with a Utah General Contractors license.
Responsibilities
Plans coordinates assigns and reviews the activities of subordinate staff involved in performing a variety of buildings and grounds maintenance/repair work required to maintain the City of Logan parks park areas and trails; approves payroll and related personnel actions; identifies training needs/opportunities for staff development; reviews/revises operating policies and procedures and monitors employee activities to ensure compliance with established safety procedures.
Performs a variety of administrative work including preparing/monitoring the operating budgets for the Parks Division; preparing bid specifications for equipment services and other capital items; evaluating bids and awarding contracts; assisting in special events and community activities; reviewing operations for compliance with State and Federal regulatory agency requirements; coordinating joint projects with other State Federal and local agencies including other City departments as directed by the Department Head; participating in master planning and construction of parks park areas and trail development; and attending various public and community meetings and performing various related tasks as directed by the Department Head
Knowledge and Skills
Knowledge of practices methods procedures and techniques for parks maintenance project development and implementation including construction management of parks and trails.
Knowledge of the general management principles and practices including budgeting program development/evaluation and employee supervision and training.
Knowledge of grounds keeping principles and practices including landscape design and turf management.
Knowledge of the construction field including plans materials methods equipment and code requirements.
Skill in supporting public events and programs.
Skill in establishing and maintaining effective working relationships with State Federal and other local officials representatives of local business/industry community service organizations and groups subordinate staff and the public.
Skill in managing a municipal parks system including development and program implementation of management practices budgeting maintaining records and preparing reports.
Skill in planning organizing coordinating and reviewing the work of subordinate staff.
Skill in understanding and interpreting complex laws rules regulations guidelines policies and procedures pertaining to the tasks and duties of the job.
