Job Summary

JOB ASSIGNMENT: CSIU Outpatient Psychological Services The Nurturing Environments for Support and Treatment (NEST) Clinic.

ORGANIZATIONAL RELATIONSHIP: The Outpatient Clinical Program Supervisor/ reports to the Clinical Director of Outpatient Psychological Services. This position provides clinical supervision staff support clinic coordination psychological evaluation and direct outpatient services under the direction of the Clinical the Clinical Directors absence this position reports to the Director of Behavioral Health Support Services or other administrative designee.

JOB DEFINITION: The Outpatient Clinical Program Supervisor is a Pennsylvania-licensed psychologist responsible for providing outpatient behavioral health services comprehensive psychological evaluations clinical supervision clinical training and assigned clinic coordination functions within the NEST Clinic. This position supports the Clinical Director in the ongoing development implementation and improvement of outpatient clinical services including staff supervision workflow development quality assurance documentation compliance treatment planning intake and referral processes and clinical service delivery. The role is designed to strengthen the clinical quality sustainability and operational effectiveness of the NEST Clinic while maintaining an active role in direct client care and psychological assessment. Services are trauma-informed culturally responsive evidence-based and aligned with applicable professional standards payer requirements and OMHSAS Chapter 5200 outpatient clinic expectations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Clinical Services

  • Provide direct outpatient behavioral health services to children adolescents families and adults as appropriate to clinical needs program priorities and scope of professional practice.
  • Administer comprehensive intake assessments and diagnostic evaluations to determine clinical presentation diagnostic impressions treatment needs risk factors and appropriate recommendations for care.
  • Provide evidence-based individual family and group therapy within the scope of professional licensure training and credentialing.
  • Develop implement and update person-centered treatment plans in collaboration with clients caregivers clinical staff and other involved providers as appropriate.
  • Conduct risk assessments safety planning crisis response and higher-level-of-care referrals as clinically indicated.
  • Collaborate with psychiatrists advanced practice providers therapists caregivers and other care partners to support coordinated and integrated behavioral health treatment.
  • Provide clinical consultation to NEST Clinic staff regarding complex cases treatment planning risk management documentation and continuity of care.
  • Ability to provide effective clinical supervision feedback mentorship and support to staff and trainees.
  • Ability to develop implement and improve clinical workflows procedures and documentation practices.
  • Maintain an active clinical caseload consistent with the needs of the clinic and assigned leadership supervision and evaluation responsibilities.

Psychological Evaluation

  • Conduct comprehensive psychological evaluations within the scope of licensure training and credentialing.
  • Complete all components of the psychological evaluation process including record review clinical interviewing test selection administration scoring interpretation report writing diagnostic formulation recommendations and feedback sessions.
  • Provide psychological evaluations to support diagnostic clarification treatment planning clinical decision-making and linkage to appropriate services.
  • Maintain accurate timely and clinically appropriate psychological evaluation documentation in accordance with professional standards clinic procedures payer requirements and applicable regulations.
  • Communicate evaluation findings clearly and professionally to clients caregivers referral sources and treatment team members consistent with consent authorization and confidentiality requirements.
  • Clinic Coordination and Workflow Development
  • Support the Clinical Director in the coordination implementation and continuous improvement of NEST Clinic outpatient services.
  • Coordinate assigned clinical workflows related to intake referral review scheduling caseload management treatment planning documentation discharge planning and continuity of care.
  • Identify barriers gaps or inefficiencies in clinic workflows and implement appropriate improvements in coordination with the Clinical Director and administrative staff.
  • Support development and refinement of clinic procedures clinical documentation templates service workflows and internal operating practices.
  • Assist with monitoring clinician caseloads appointment availability referral flow service utilization and clinical capacity.
  • Coordinate with administrative staff to support timely intake processing completion of required documentation communication with families and maintenance of accurate clinical records.
  • Provide leadership in strengthening clinic systems as the NEST Clinic continues to grow stabilize and expand services.
  • Supervision Training and Leadership
  • Provide clinical supervision and support to assigned clinical staff including Clinical Services Coordinators outpatient therapists pre-licensed clinicians interns fellows trainees and future clinical providers as assigned.
  • Provide coaching mentoring clinical guidance performance feedback and evaluation input for assigned staff in collaboration with the Clinical Director.
  • Support onboarding and training of new clinical staff including orientation to clinic workflows documentation expectations treatment planning procedures risk protocols EHR use and clinical standards.
  • Participate in hiring processes for clinical staff interns fellows and trainees as requested.
  • Lead or facilitate clinical training case consultation and professional development activities related to outpatient behavioral health psychological assessment evidence-based practice documentation risk management trauma-informed care and related clinical topics.
  • Support a culture of professional growth interdisciplinary collaboration ethical practice and high-quality care.
  • Serve as a clinical resource to staff regarding complex clinical situations documentation questions treatment planning and appropriate referral or escalation pathways.

Compliance Documentation and Quality Assurance

  • Complete and maintain comprehensive clinical documentation within the electronic health record including assessments treatment plans progress notes psychological evaluation reports risk documentation consultation notes and discharge summaries.
  • Support documentation quality timeliness and compliance with clinic procedures payer requirements Medicaid standards and OMHSAS Chapter 5200 expectations.
  • Participate in quality assurance activities including chart review documentation audits treatment plan monitoring discharge review internal case review and corrective workflow planning.
  • Assist the Clinical Director in monitoring adherence to clinical policies procedures and documentation standards.
  • Support preparation for internal reviews regulatory reviews payer audits and clinic quality improvement activities as assigned.
  • Maintain confidentiality and professional standards in accordance with HIPAA FERPA Pennsylvania law professional ethics and CSIU policies.
  • Collaboration and Communication
  • Collaborate with NEST Clinic staff CSIU programs school districts families county agencies community providers and other stakeholders to support coordinated care and appropriate service delivery.
  • Maintain professional communication with caregivers referral sources and care partners regarding treatment engagement recommendations clinical coordination and follow-up care consistent with consent and confidentiality requirements.
  • Participate in multidisciplinary team meetings case reviews staff meetings clinical supervision meetings and program development discussions.
  • Support strong working relationships across CSIU departments and community partners while maintaining appropriate clinical boundaries and confidentiality.
  • Communicate clearly professionally and respectfully with clients caregivers colleagues trainees and external partners.
  • Program Development
  • Contribute to the continued development growth and sustainability of NEST Clinic outpatient services.
  • Assist the Clinical Director in identifying clinical service needs training needs staffing needs workflow needs and opportunities for service improvement.
  • Support development of clinical programming group services specialty services psychological evaluation services and other outpatient behavioral health initiatives as assigned.
  • Participate in strategic planning program evaluation service development and continuous improvement activities.
  • Support implementation of evidence-based and measurement-informed care practices within the clinic.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Perform other duties as assigned by the Clinical Director or administrative designee.

EDUCATION EXPERIENCE AND SKILLS REQUIRED:

  • Doctoral degree (Ph.D. Psy. D. Ed.D.) in clinical psychology counseling psychology school psychology or a closely related psychology field from an accredited institution required.
  • Current valid Pennsylvania license as a Psychologist required.
  • Minimum of one (1) year experience providing clinical supervision staff mentoring clinical training program development or clinic leadership required.
  • Minimum of five (5) years of post-licensure clinical experience preferred.
  • Experience in providing outpatient behavioral health services required.
  • Experience conducting comprehensive psychological evaluations required.
  • Experience working with children adolescents families pediatric populations school-connected services or integrated behavioral health settings preferred.
  • Knowledge of evidence-based behavioral health treatment diagnostic assessment psychological evaluation treatment planning risk assessment and clinical documentation standards.
  • Knowledge of outpatient behavioral health operations quality assurance processes payer documentation expectations and OMHSAS Chapter 5200 standards preferred.
  • Excellent clinical judgment and ability to manage complex clinical operational and interpersonal situations with professionalism and discretion.
  • Excellent organizational and time management skills including ability to manage multiple responsibilities deadlines clinical priorities and unpredictable situations.
  • Excellent oral and written communication skills including the ability to communicate clearly and professionally with clients caregivers colleagues trainees community partners and leadership.
  • Ability to work independently while maintaining collaboration accountability and alignment with clinic leadership.
  • Strong interpersonal skills and ability to develop positive collaborative working relationships using tact diplomacy and sound judgment.
  • Proficiency using electronic health records Microsoft Office Suite Google Drive virtual meeting platforms artificial intelligence (AI) and related technology systems.
  • Ability to maintain confidentiality regarding clients families students staff programs and proprietary information in accordance with HIPAA FERPA professional ethics CSIU policies and applicable state and federal laws.

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  • Middle management supervisors are required to keep abreast of current trends.
  • Maintain active Pennsylvania Psychologist licensure and complete all continuing education requirements necessary for licensure.
  • Maintain required training in mandated reporting suicide prevention/intervention confidentiality ethics and other areas required by law regulation CSIU policy or position responsibilities.
  • Participate in relevant professional development in-service training conferences and continuing education activities tied to clinic goals and professional responsibilities.
  • Attend regularly scheduled Leadership Roundtable and other supervisory / staff meetings.
  • Attend clinical supervision department meetings staff meetings case consultation and professional learning activities as assigned.
  • Maintain current training in First Aid/CPR and other required safety-related training as assigned.

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

  • Current approved Act 34 Pennsylvania State Police Criminal History clearance and Act 151 Child Abuse History clearance are required and must be renewed at required intervals.
  • Current approved FBI Fingerprint clearance processed with the Department of Human Services (DHS) pursuant to Act 73-Pennsylvania Child Protective Services Act is required and must be renewed at required intervals.
  • Completion of Act 126 Mandated Reporter Training including a minimum of three hours every five years is required.

PHYSICAL REQUIREMENTS:

  • Sedentary: Able to sit for extended periods of time with occasional walking and standing as necessary and able to lift and carry up to 25 pounds.
  • Dexterity: Finger movements for computer keyboard calculator testing materials office equipment and related work tasks.
  • Audio-Visual Requirements: Within normal range with or without correction.
  • Able to move throughout buildings floors and grounds.
  • Worksite Environment: Primarily indoors in office clinic and school/community settings with occasional exposure to outdoor elements during the workday.
  • Mental Demands: Steady response to unpredictable situations ability to remain calm and productive during stressful situations and ability to demonstrate independent judgment discretion and professionalism while managing multiple clinical and administrative responsibilities.
  • Ability to work in a constant state of alertness and safe manner.
  • Ability to travel to various worksite locations meetings trainings and conferences as needed.

TIME AND SITE REQUIREMENTS:

  • This is a full-time exempt middle management position aligned to a 260-day calendar working 7.5 hours per day 37.5 hours per week. This is a non-collective bargaining position.
  • Services may be delivered on-site at the NEST Clinic at the CSIU office in Milton PA at approved outpatient service locations and via telehealth as clinically appropriate and operationally needed.
  • This position may require occasional early evening hours to accommodate client caregiver clinic supervision or training needs.
  • Availability for travel within Pennsylvania including occasional overnight stays for professional conferences and training events may be required.

All property including intellectual property materials equipment clinical materials documentation written products workflows training materials or services developed or accrued as part of the job duties and responsibilities listed above is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU.

MANAGEMENT REQUIREMENT: As a supervisory/management staff member this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge of and promoting CSIU programs and services and by relaying information about potential grants or other funding sources to appropriate CSIU staff members.
