Job Summary
The United States Capitol Police (USCP) safeguards the Congress Members of Congress employees visitors and Congressional buildings and grounds from crime disruption and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe secure and open environment.
This positionis within the Protective Intelligence Operations Center (PIOC) Office of theAssistant Chief of Police for Protective and Intelligence Operations(ACOP-P&IO) in the United States Capitol Police (USCP). The purpose of this position is to function asa PIOC Operations Manager/Executive Officer for the PIOC exercising fullprogrammatic responsibility for the management direction coordinationoversight and continuous improvement of a 24-hour PIOC supportingCongressional protection missions threat management protective intelligence coordinationemergency communications residential security monitoring protectiveoperations support and continuity of operations activities.
Serves asthe principal advisor to the PIOC Deputy Director on operational readinessprotective intelligence operations program performance strategic initiativespolicy development resource allocation contractor performance andorganizational effectiveness.
Ensuresthe effectiveness efficiency and mission readiness of all PIOC operations andserve as a key member of the Protective and Intelligence Operations (P&IO)leadership team.
Providesoverall management direction planning and oversight of PIOC programs andoperations. Ensures the timely execution of mission requirements and theeffective delivery of services supporting Congressional protective intelligenceand protective operations missions.
Directsthe day-to-day operations of the PIOC and establishes strategic and operationalpriorities for a 24-hour operational environment responsible for threat intakeand triage protective intelligence coordination residential securitymonitoring protective operations support travel monitoring emergencycommunications and incident management.
Serves assenior advisor to executive leadership on matters affecting protectiveintelligence operations emergency management continuity of operations andorganizational readiness.
Conductsanalyses of operational programs policies management processes andorganizational activities to identify issues assess impacts and developrecommendations supporting executive decision making.
Developsstrategic recommendations regarding operational capabilities resourceallocation staffing requirements technology investments and programmodernization initiatives.
Preparesand presents executive-level briefings reports correspondence policyrecommendations legislative analyses and operational assessments for seniorleadership.
Serves asthe Contracting Officers Representative (COR) or designated program officialresponsible for monitoring technical and administrative performance ofcontracted operational support personnel.
Providesexecutive oversight of threat management intelligence intake and triageoperations event security coordination law enforcement information sharingresidential security monitoring travel monitoring and protective operationssupport activities.
Overseescoordination among federal state and local partner agencies as well as militaryintelligence community and Congressional stakeholders to ensure timelyinformation sharing and effective operational support.
Providesexecutive oversight for significant incidents emergency response activitiescontinuity of operations programs and crisis management efforts affecting theagencys protective mission.
Directsorganizational response activities during critical incidents emergencies andmajor special events requiring executive-level coordination anddecision-making.
Serves asa member of emergency response and continuity planning teams responsible formaintaining operational readiness during emergencies natural disasters civildisturbances security incidents and other disruptive events.
You must be a U.S. completion of a background investigation is complete a one-year probationary period.
In order to qualify you must meet the education and/or experience requirements described below.
For theCP-12 you must have at least 52 weeks of specialized experience equivalent tothe CP-11/GS-13 level that is in or directly related to the line of work of theposition to be filled. Specialized experience consists of: 1) contributing tooversight and strategic direction for a 24-hour operational environmentresponsible for law enforcement or protective intelligence; 2) leadingand directing complex research intelligence analysis and evaluationactivities related to investigative operations to support operational strategyand organizational decision-making; 3) demonstrated experience formulating informationsource search strategies and evaluating data to identify patterns andrelationships across criminal public records or other sources; and 4) compile complexinvestigative information from a variety of sources in order to communicate and/orpresent investigative information orally and in writing to a variety ofaudiences.

A criminal history does not automatically exclude an applicant from employment with the History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts liens repossessions or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct such as illegal drug use arrests or convictions may not be automatically disqualifying. However deliberate misstatements omissions or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
