Duties and Responsibilities
1. *Reports directly to the Vice Provost for Research and Scholarship (VPRS) and works collaboratively with Deans Research Directors and campus leadership to coordinate strategic efforts supporting externally funded programs and initiatives.
2. *Identifies and tracks federal funding opportunities Intergovernmental Service Agreements (IGSAs) contracts and other government-funded initiatives that align with UH Manoas research strengths faculty expertise and institutional priorities.
3. *Coordinates the development of complex multi-college proposals working with faculty Deans researchers and campus units to develop and submit major federal grant and contract proposals.
4. *Monitors external funding priorities and opportunities and works with campus partners to identify potential funding opportunities and coordinate efforts to pursue them.
5. *Reviews labor market data economic conditions and industry needs to identify workforce gaps and provide information for research education and training efforts at UH Manoa.
6. *Coordinates OVPRS workforce assessments across key economic sectors in Hawaii to understand workforce needs and identify ways UH Manoa can contribute through its research academic programs and expertise.
7. *Works with the Office of Innovation and Commercialization (OIC) to work with private industry trade organizations and government agencies on joint federal and corporate proposals and other projects.
8. Builds and maintains relationships with local and national companies on workforce and economic development projects including opportunities for collaboration funding and applied research.
9. *Serves as a point of contact for the VPRS Deans Directors faculty and external sponsors on the development and implementation of multi-college projects and initiatives.
10. Tracks project milestones deliverables timelines performance measures and reporting requirements for workforce-related federal grants contracts and IGSAs and follows up with project teams to make sure requirements are met.
11. Works with UH Foundation development officers and program staff on projects involving philanthropic and sponsored funding and helps ensure that each funding source is handled according to its requirements.

Minimum Qualifications
1. Possession of a baccalaureate degree in Business Administration Public Administration Public Policy Higher Education Administration or related field and 5 years of progressively responsible professional experience with responsibilities for grant development government funding intergovernmental agreements workforce development or strategic program development; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
2. Considerable working knowledge of principles practices and techniques in the area of federal grants contracts or Intergovernmental Service Agreements (IGSAs) as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with federal grants contracts or Intergovernmental Service Agreements (IGSAs).
4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
7. Demonstrated ability to operate a personal computer apply word processing software and proficiency using Microsoft Office applications (Word Excel Outlook and PowerPoint) and Google Workspace applications (Docs Sheets Drive Gmail and Calendar).
8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
9. Demonstrated knowledge of workforce and economic development practices and the ability to analyze workforce trends and facilitate collaborative initiatives across public private and community sectors.
10. Demonstrated ability to collaborate effectively with organizational leadership multidisciplinary teams and subject matter experts in support of proposal development program execution and external partnerships.
11. Demonstrated ability to track research and evaluate grant contract and/or partnership opportunities.
12. Demonstrated ability to draft edit and format clear proposals reports and communication materials that effectively convey complex programmatic technical and strategic concepts.

Desirable Qualifications
1. Familiarity with developing and managing federal Intergovernmental Service Agreements (IGSAs) government service agreements defense-related initiatives and/or complex multi-institutional workforce development programs.
2. Knowledge of the University of Hawaii System UH Manoas academic colleges and schools and the Universitys research and academic resources.
3. Knowledge of Hawaiis workforce and economic development priorities including regional labor market trends industry needs and emerging workforce opportunities.
4. Demonstrated experience identifying funding opportunities matching them with relevant faculty expertise and coordinating grant proposals across multiple units.
