Job Summary

This position is contingent upon contract award and subsequent task-order requirements. It is intended to support SHELADIAs pursuit of the U.S. Department of State Bureau of Overseas Buildings Operations (OBO) 2026 Worldwide A/E Support Services IDIQ. Employment assignments travel and project responsibilities will be based on awarded task orders.

The program may support planning design construction facility rehabilitation system replacement security upgrades communications facilities and building maintenance at Foreign Service posts worldwide and OBO offices in the Washington DC metropolitan area. Services may include professional support services constructability reviews critical-path schedule and risk analyses and project-budget analyses.

The Mechanical/Plumbing Engineering Lead will provide technical leadership for facility assessments infrastructure upgrades system replacements and modernization of resilient efficient maintainable and mission-critical HVAC plumbing utility and control systems.

  • Lead assessments studies designs and modernization programs for HVAC plumbing building automation central utilities fuel and related systems.
  • Evaluate system condition capacity performance controls redundancy maintainability energy/water use and service life.
  • Develop repair replacement optimization resiliency decarbonization and life-cycle recommendations.
  • Support facility assessments maintenance plans feasibility studies and capital-improvement programs.
  • Coordinate with architecture electrical structural fire protection security operations and construction disciplines addressing mission-critical operations challenging climates water availability equipment availability and local operating capacity.
  • Prepare and review calculations drawings specifications reports cost inputs schedules commissioning requirements and scopes of work.
  • Participate in Integrated Design Reviews and independent reviews; support constructability value engineering construction administration testing commissioning turnover and operational readiness.
  • Apply U.S. Government requirements while addressing host-country codes authorities construction practices and site conditions.
  • Provide quality control mentor staff and support proposals interviews and client presentations.
  • Perform other duties as assigned.

Qualifications :

  • Bachelors degree in mechanical engineering or a closely related engineering field from an accredited program.
  • Minimum of 10 years of progressive mechanical/plumbing engineering experience.
  • Active Professional Engineer (PE) license.
  • Experience with facility assessments HVAC/plumbing modernization system replacement occupied-building renovation and challenging international utility conditions.
  • Strong knowledge of mechanical plumbing energy ventilation controls and commissioning standards.
  • Proficiency with load-calculation energy-modeling BIM controls and document-review platforms.
  • Ability to lead complex assignments communicate effectively with clients and stakeholders and exercise sound judgment in operationally sensitive or high-security environments.
  • Ability to obtain and maintain a U.S. Government personnel security clearance when required.

Preferred Qualifications:

  • Masters degree in mechanical engineering or related field.
  • Experience with diplomatic federal defense institutional mission-critical laboratory or high-security facilities.
  • International experience in challenging climates limited-resource locations or facilities with unreliable utilities.
  • LEED AP CEM BCxP CPMP or similar energy/commissioning credential.
  • Experience coordinating U.S. Government standards with host-country laws codes authorities and construction practice

Additional Information :

International and domestic travel is expected and may include short-notice trips to overseas diplomatic facilities and other project locations. Travel requirements may vary based on assigned projects task orders and client requirements.

Salary: $125000$185000 per year commensurate with experience and qualifications.
