Job Summary
Are you looking to join an award-winning organization with a culture built on innovation and public service The Metropolitan Planning Organization (MPO) for the Dallas-Fort Worth region which is the fourth largest metropolitan area in the United States is seeking a Manager of Defense Planning to manage and support the development and implementation of defense programs related to Military Installation Readiness Aerospace Aviation and Defense Industry Resilience and Community Collaboration.
The Metropolitan Planning Organization prepares plans and programs to enable federal transportation funding to flow into the region provides data to decisionmakers and serves as a forum for coordination. It is staffed by the Transportation Department of the North Central Texas Council of Governments (NCTCOG) and receives policy direction from the Regional Transportation Council. Responsibilities may include but are not limited to the following:
- Managing the implementation of compatible use planning military installation readiness and community investment programs including convening multiple stakeholders conducting planning studies writing grant narratives and implementing complex projects
- Coordinating the implementation of defense manufacturing community support programs such as industry resiliency defense modernization cyber security applied research and supply chain development
- Supporting planning activities related to improving the accessibility of critical infrastructure in North Texas including military installations aviation energy water and communications facilities
- Overseeing all aspects of staff administration for the Regional Coordination Committee a collaborative effort of local governments surrounding Naval Air Station Joint Reserve Base Fort Worth
- Supporting aspects of the agile curriculum program including coordinating with external partners facilitating curriculum development promoting program participation and measuring program performance
- Identifying federal and state grant opportunities and overseeing preparation of grant applications supporting military readiness and resilience
- Working closely with federal and state military partner agencies and surrounding communities to support compatible growth and opportunities for collaboration
- Working with partner agencies to advance project delivery
- Managing consultants and subgrantee efforts deliverables invoice review and reporting
- Developing program area goals work plans budgets and monitoring expenditures
- Preparing and delivering various oral presentations
- Preparing and reviewing correspondence documentation reports articles and executive summaries
- Representing the Regional Transportation Council in a public forum attending meetings and events

Required Education and Experience
- Bachelors degree in analytical or quantitative methods is required
- At least seven years of work-related experience
Starting Salary
Minimum of $153798.00 annually
