SUMMARY:
Manage and coordinate one or more assigned Human Resources programs for the District. Oversee Position Control and manage Stipends for all employees and ensure legally sound and effective Human Resources management programs policies and practices.

MAJOR RESPONSIBILITIES AND DUTIES
Human Resources Program Management
- Assist in developing and implementing personnel policies and procedures in assigned areas.
- Coordinate the day-to-day operations of staffing wage and salary administration and employee relations.
- Assist in ensuring District compliance with federal and state laws and regulations.
- Assist the Human Resources Officer in preparing and managing staffing for the District.
- Answer incoming calls and greet visitors. Respond to routine inquiries from the public and staff referring appropriate inquiries or problems to Chief Human Resources Officer.
Position Control
- Maintain the District position control data system in an accurate and efficient manner.
- Receive and process all administrative requisitions.
- Manage and reconcile vacancies with approved staff allocations verifying accuracy of information and adding new positions as directed. Identify and resolve inconsistencies.
- Enter update and maintain accurate position data for all District positions.
- Manage administrative positions to include assignments reassignments salary changes and separations.
- Monitor staffing levels on an ongoing basis. Compile staffing data and prepare status reports as required.
- Prepare and distribute or post job administrative vacancy announcements and advertisements.
- Provide administrative support to the Chief Human Resources Officer.
- Handle routine inquiries to ensure a high level of service responsiveness and knowledgeable support for employees and their supervisors.
Employment
- Support the Chief Human Resources Officer in efforts to work with Principals and other administrators to forecast staffing needs and develop staffing plans. Oversee and assist with implementation of Position Control.
- Assist with managing a system for new administrators to acquire appropriate information support and training necessary for success in the job.
Compensation
- Assist with the Districts compensation program including preparing and reviewing job descriptions salary surveys and position reclassifications.
- Oversee and manage stipends for qualifying employees.
Employee Relations
- Assist with identifying and responding to employee issues; work in collaboration with District Leadership to ensure preemptive and effective employee communications.
- Support the Chief Human Resources Officer employees and other government agencies on employment record keeping retirement grievance and other personnel matters and procedures.
- Assist with employee handbook and personnel directory updates annually. Inform employees of personnel policies procedures and programs that affect them.
Reports and Correspondence
- Prepare and deliver written and oral presentations on HR and management issues to campus Principals District administrators and employees.
- Stay abreast of current research and best practices in Human Resources management and development in educational and non-education-related settings and adjust plans and procedures accordingly.
- Ensure compliance with local state and federal employment laws. Stay abreast of state and federal public policy changes that could impact the District.
- May prepare and maintain employee service records.
- May assist with the preparation and distribution of employment contracts.
- Compile pertinent data used to prepare various required state and local reports.
- Prepare purchase orders and payment authorizations as directed.
Policy Reports and Law
- Maintain confidentiality.
- Develop and maintain systems for retrieval of information in support of all programs; compile maintain file and secure all physical and computerized reports records and other required documents.
- Pursue Professional Development activities for self and assigned staff; ensure that Professional Development activities are aligned with District goals and initiatives and current professional research.
- Comply with all policies operating procedures legal requirements and verbal and written directives.
- Comply with the Professional Code of Ethics and Standard Practices for Texas
- Follow District safety protocols and emergency procedures.
- Perform other related duties as assigned.
QUALIFICATIONS:
Education/Certification:
- Bachelors Degree in Human Resources or equivalent
Experience:
- Five (5) years of experience in Human Resources administration or related field with extensive customer service
- One (1) year of supervisory experience
SPECIAL KNOWLEDGE/SKILLS/ABILITIES:
- Knowledge of administration of assigned programs and applicable laws
- Ability to implement policy and procedures
- Ability to use software to develop spreadsheets perform data analysis and do word processing
- Knowledge of basic accounting principles
- Strong organizational communication and interpersonal skills
- Ability to effectively present information in one-on-one and to small and large groups of employees
- Knowledge of school district organization operations and administrative policies
- Ability to read and comprehend instructions correspondence and memos
- Ability to make independent decisions regarding planning organizing and scheduling
- Excellent public relations organization communication and interpersonal skills
- Ability to use software to develop spreadsheets perform data analysis and do word processing
- Ability to multi-task numerous complex administrative activities
SUPERVISORY RESPONSIBILITIES:
- May supervise evaluate and recommend hiring and firing Human Resources Department employees.
