Division Overview
The Office of Finance and Budget is responsible for the preparation and administration of the agencys budget and Annual Comprehensive Financial Report. The division provides financial information to the public Board of Supervisors/Commissioners Executive Office and agency divisions. It also identifies and implements best practices in allocation methodologies cash management debt administration capital assets financial reporting and public investments.

Position Overview

Under general direction the Manager is tasked with administering organizing managing and monitoring all financial activities within the Office of Finance and Budget including accounting financial reporting audits cash management investments and payroll. This position holds responsibility for daily accounting functions for the Agency encompassing complex tasks that require accountability and thoughtful decision-making. The Manager ensures compliance with Agency policies as well as Generally Accepted Accounting Principles (GAAP) Financial Accounting Standards Board (FASB) and Government Accounting Standards Board (GASB) standards and Department of Housing and Urban Development (HUD) requirements. Additionally the Manager supervises departmental staff and operations and provides professional support to senior and executive management. The ideal candidate will demonstrate substantial hands-on experience in financial reporting and analysis process improvement engagement with senior leadership and possess strong critical thinking analytical teamwork presentation and communication competencies.
ESSENTIAL JOB DUTIES

  • Plans manages and oversees the daily functions operations and activities of an assigned Authority department including internal administration operations and service delivery departments; ensures department programs and activities comply with all federal state local and Authority policies procedures and regulations.

  • Participates in the development and implementation of goals objectives policies and priorities for the department; recommends within department policy appropriate service and staffing levels; recommends and administers policies and procedures.

  • Participates in the development administration and oversight of department budget; determines funding needed for staffing equipment materials and supplies;ensures compliance with budgeted funding.

  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs service delivery methods and procedures; assesses and monitors workload administrative and support systems and internal reporting relationships;identifies opportunities and makes recommendations for improvement.

  • Participates in the selection of trains motivates and evaluates assigned personnel; works with employees to correct deficiencies;recommends and implements discipline and termination procedures.

  • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with Authority specifications and service quality.

  • Interprets federal and state regulations and develops and implements grant-funded programs and projects in line with grantor requirements and federal/state regulations; analyzes Authority and community needs related to assigned area of responsibility; collaborates with Authority staff and outside service providers to deliver programs and services; prepares quarterly and annual reports of program and project activities.

  • Implements marketing plans and strategies for assigned department and program(s); oversees and manages content advertising and outreach efforts to increase awareness and support for the Authoritys efforts and programs; collaborates with community groups and the public.

  • Prepares policy guidelines and training material for assigned department programs services and activities; formulates guidelines for preparation of plans reports and procedures to be implemented by staff.

  • Manages and provides technical support in all phases of assigned projects including planning design implementation and close-out.

  • Prepares and presents staff agenda and technical reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions committees boards partner agencies and other stakeholders.

  • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs policies and procedures as appropriate.

  • Serves as a liaison for assigned functions with other Authority divisions departments and outside agencies; provides staff support to commissions committees and task forces as necessary.

  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in assigned area of responsibility; researches emerging products and enhancements and their applicability to Authority needs.

  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.

  • Serves as a resource and liaison to the community businesses community organizations and the general public regarding Authority projects programs policies procedures and standards; negotiates and resolves significant and controversial issues and responds to and resolves difficult and sensitive citizen inquiries and complaints.

  • Receives investigates and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.

  • Directs the establishment and maintenance of working and official department files.

  • Ensures staff compliance with Authority and mandated safety rules regulations and protocols.

  • Performs other related duties as assigned.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment including a computer; to operate a motor vehicle to visit various Authority sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend stoop kneel reach push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift carry push and pull materials and objects up to 10 pounds.

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

Minimum Qualifications:

Any combination of education and/or experience that provides the required knowledge skills and abilities to perform the essential functions of the position. Additional experience as outlined below may be substituted for required education on a year-for-year basis.


Education:
  • Equivalent to a bachelors degree from an accredited college or university with major coursework in business or public administration sociology finance urban planning accounting or other field related to assigned area of responsibility.
Experience:
  • Six (6) years of increasingly responsible professional experience administering comprehensive programs and services in governmental financial management and auditing including three (3) years in a supervisory capacity.
Licenses and Certifications:
  • Some positions may require possession of a valid California Drivers License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

  • Experience leading process improvement and automation initiatives including root-cause analysis and using AI tools to enhance process efficiency.
  • Experience performing data analysis preparing reports and developing financial strategies.
  • Experience interpreting and applying governmental finance policies accounting practices financial systems and reporting requirements while ensuring regulatory compliance with (Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) Single Audit Act requirements and applicable Federal State and local laws and regulations.
  • Direct experience preparing and reviewing the Annual Comprehensive Financial Report (ACFR) and Real Estate Assessment Center (REAC) submissions.
  • Experience in managing a range of funding sources including Housing Choice Voucher (HCV) Operating Subsidy Community Development Block Grant (CDBG) HOME Investment Partnerships Program (HOME) Measure A Proposition A (Prop A) and/or other similar funding sources.
  • Certified Public Accountant (CPA).

Salary Compensation

Salary compensation is determined based on qualifications which include experience education knowledge skills and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range. Upon employment regular full-time employees become eligible for annual merit-based salary increases contingent upon their performance ratings provided there is room within the established salary range.

Conditions of Employment
