Job Summary
The position serves as the Management and Program Analyst GSFPL 11 located in the Office of Community Supervision and Intervention Services within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation parole and supervised release in the District of Columbia.
- Performs a variety of duties related to the research data collection and analysis and identification of criminal activities and enterprises in the Washington DC Metropolitan Area to support the effective community supervision of adult probationers.
- Monitors case status changes and produces intelligence reports for consumption by internal stakeholders to support staff safety and close supervision.
- Utilizes a variety of internal and external databases and open sources to assist supervision staff management and other senior leadership with analysis of offender involvement in criminal activity and compliance with supervision.
- Collaborates with other law enforcement agencies on straightforward intelligence-gathering problems such as identifying intelligence gaps.
- Participates in collaborative multi-agency task forces authorized by the Agency Director to further intelligence gathering and assist partners in investigations by assembling collating coordinating and analyzing reports and evidence.
- Participates in public meetings to provide intelligence-data and reports.
- Performs routine and non-complex tasks to assist in the development and maintenance of relationships with law enforcement stakeholders. Assists in developing and implementing plans for disseminating routine information about a specific intelligence discipline and/or program.
- The Management and Program Analysts selected for this position will support CSOSAs operation within the Metropolitan Police Departments Joint Operation Command Center (JOCC) and the Real- Time Crime Center (RTCC) located within the MP
- The embedded analysts will provide CSOSA leadership and supervision teams with real-time awareness of offender activity and its impact on public safety. The timely awareness will allow the responsible supervision staff to assess risk respond promptly and determine the appropriate supervision or accountability action.
- Shift work is essential because offender activity and public-safety incidents routinely occur during evenings nights weekends and holidays. The effectiveness of these positions depends on identifying relevant activity as it occurs or immediately afterward and alerting the appropriate supervision team while the facts are current. This allows risk to be assessed and accountability measures to be initiated promptly without unnecessary delay.

- This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
- This position require shift work which may include evenings nights weekends and holidays. Incumbents must be able to work a rotating schedule to meet operational needs.
- This position is NOT covered under Federal Law Enforcement Retirement.
| Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. To be eligible for the GS-09 position applicants must have served 52 weeks as a GS-07 or higher in the Federal Service. To be eligible for the GS-11 position applicants must have served 52 weeks as a GS-09 or higher in the Federal service. GS-09 Qualifications To minimally qualify for this position at the GS-09 grade level you must meet all the following requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 or equivalent in other pay scales) within the federal service which demonstrates the ability to perform the duties of the position is required. Specialized Experience is defined as performing developmental-level analytical and evaluative work related to administrative operational or program activities. Examples include:

Substitution of Education for GS-09 Specialized Experience: Two full years of progressively higher-level graduate education Masters or equivalent graduate degree or LL.B. or J.D. if education is related may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience you must submit transcripts at the time you apply. To be creditable education must have been obtained in an accredited college or university recognized by the U.S. Department of Education GS-11 Qualifications To minimally qualify for this position at the GS-11 grade level you must meet all the following requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 or equivalent in other pay scales) within the federal service which demonstrates the ability to perform the duties of the position is required. Specialized Experience is defined as performing independent full-performance-level analytical and evaluative work involving complex issues affecting organizational operations. Examples include:

Substitution of Education for GS-11 Specialized Experience: PH.D. or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. To be creditable education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.
