THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a MANAGEMENT ANALYST Position Description Number T5114000 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE National Guard.

This vacancy does not meet the criteria for appointment of annuitants.

Veterans preference does not apply to this vacancy due to internal merit promotion.


Duties

As a MANAGEMENT ANALYST (GS) you will develop analyze evaluate advise on and/or improve the effectiveness of work methods and procedures organizations manpower utilization distribution of work assignments delegations of authority management controls information and documentation systems and similar functions of management.

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a two year trial period.

  • For positions requiring the operation of motor vehicles candidates must have a valid state drivers license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • The incumbent of this position description must have at a minimum a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Qualifications

GENERAL EXPERIENCE:
Experience education or training in administrative professional investigative technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions processes and principles of management. Knowledge of the National Guard organizational structures functions procedures and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must have one year specialized experience education or training equivalent to at least the next lower grade level. Experience education or training which has provided application of practices theories techniques and methods of management. Experience analyzing interpreting and developing policies and procedures of local management.

Education

If only using education to qualify for this position:

Masters or equivalent graduate degree

Or

2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D. if related

Or

COMBINATION OF EDUCATION AND EXPERIENCE: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a four year degree in a related field.

Graduate Education: Education at the graduate level (above Bachelors Degree) in an accredited college or university.

You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education you must provide documentation of proof that you meet the Education requirements for this position.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
