SUMMARY OF POSITION
Monterey County Health Departments Behavioral Health Bureau is seeking applicants for a Management Analyst III position which functions as a Revenue Cycle Manager/Claims Billing Manager. The Management Analyst III will be responsible for the billing of Medi-Cal Medicare private insurance and consumers for the Behavioral Health Bureau. This position coordinates the daily activities of the Mental Health Services and Substance Use Treatment Accounts Receivable/Billing Unit/Revenue Cycle Management Unit comprised of seven staff which is responsible for billing approximately $120 million annually in services and for assisting clients in applying for Medi-Cal and Covered California benefits. The Management Analyst III directly supervises a Supervising Patient Account Representative and a Departmental Information Systems Specialist; researches interprets and implements complex state and federal policies and regulations monitors insurance claim billings; approves Medi-Cal and Medicare electronic claims; and troubleshoots errors related to the billing addition the Management Analyst III will act as a conduit between billing operations program staff and IT to troubleshoot issues or develop new reports or analyses.
The County of Montereys Health Department Emergency Medical Services (EMS) Bureau is seeking applicants for a Management Analyst III position. The EMS Bureau is responsible for EMS system coordination medical oversight and coordination of the delivery of emergency medical services by provider organizations in Monterey County. The position is a full-time regular status position that reports to the EMS Bureau Chief. The Management Analyst III will be responsible for providing direct supervision to the EMS Bureaus team of five EMS Analysts. The position plans implements and evaluates the EMS System; implements advanced life support and basic life support systems; establishes policies and protocols to assure medical control of the EMS system; designates receiving hospitals base hospitals and specialty care services; manages EMS Quality Improvement (QI) Programs; authorizes prehospital (EMT and Paramedic) training programs; coordinates Multi-Casualty Incidents (MCI) response and engages in medical disaster preparedness; and organizes EMS dispatch and communication standards including medical dispatch protocols. The ideal candidate should possess exceptional verbal and written communication skills; demonstrate the ability to develop interpret and apply complex regulations and policies to the specific assignment; and experience in planning organizing supervising and evaluating the work of subordinate staff directly or through subordinate supervisors.

- Interprets policies and procedures to department staff County employees and external agencies and individuals.
- Obtains data/information from internal and external departments and agencies in regard to areas being analyzed such as funding sources interdepartmental activities and programs.
- Provides direction to internal and external parties on assigned projects and activities.
- Prepares and presents written and oral reports on recommendations data impacts options strategies and conclusions that are based on analyses.
- Implements and evaluates policies procedures and programs related to the assignment.
- Performs other related duties.

Education
- Bachelors degree in business administration public administration social services political science education or a related field.
And
Experience
- Two years of experience performing administrative analytical duties which have provided some knowledge of the designated program or function.
