Job Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Management Analyst (CIF Supervisor) Position Description Number D1913000 and is part of the USPFO Supply & Services Division (S &S) Central Issue Facility of the Vermont Army National Guard.
The purpose of the position is to serve as a management analyst in the USPFO and direct Central Issue Facility (CIF) stock record operations using the Standard Army Management Information System software and locally devised management programs IAW law and regulations. Provides management analysis regarding logistical and/or fiscal accountability for the equipment and resources assigned to the USPFO and CIF and performs a variety of review assignments involved in developing analyzing evaluating and/or in providing management assessments.

OPEN AREAS OF CONSIDERATION: AREA 1 23
Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career 2-Conditional 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG to include those assigned to Active Duty Reserve or other states National Guard.
Military Grades: Enlisted: SSG/E6 through MSG/E8
Minimum Qualification Requirements: Experience education or training in administrative professional investigative technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions processes and principles of management. Knowledge of the National Guard organizational structures functions procedures and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:1-year specialized experience education or training equivalent to at least the next lower grade level. Experience education or training which has provided application of practices theories techniques and methods of management. Experience analyzing interpreting and developing policies and procedures of local management.
Experience that equipped the applicant with the particular knowledge skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Experience in managing the function of the work to be performed. Experience which includes leading directing and assigning work of personnel.
Length of time is not of itself qualifying. Candidates experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however established compatibility criteria/assignments must be followed. The applicants record of experience training and education must show possession of the knowledge skills and abilities needed to fully perform the duties of the position to be filled.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
OTHER REQUIREMENTS:
-This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
