THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a MANAGEMENT ANALYST Position Description Number Dand is part of the WY 153d Maintenance Operations Flight Wyoming Air National Guard.

This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.


Duties

This position is in the 153d Airlift Wings 153d Maintenance Operations Flight. The primary purpose is to provide information and analyses to all levels of management using the assessments to answer the why how when and where questions.

1) Retrieve and analyze maintenance data present results to management. Interprets findings from maintenance data and the use of statistical techniques. Identifies trends and significant deviations from plans schedules and workload estimates.
2) Controls manages and maintains the Maintenance Information System(s) (MIS). Develops policies and procedures for MIS application within maintenance activities. Oversees the identification and correction of file errors within the database.
3) Conducts Special Studies to assess Health of the Unit Readiness (HUR). Performs in-depth comprehensive analysis of complex and prioritized unit readiness issues.
4) Analyzes performance data to determine manpower equipment and facilities maintenance capabilities. Provides in-depth analysis of maintenance manning and equipment material and facility limitations to determine the impact each has on unit and mission effectiveness.

    KEY REQUIREMENTS:
    Open to current active-duty Air Force Air Force Reserves and other states Air National Guard members.
    Must submit vMPF Rip DVR or CDB with resume
    Must become a military member of the Wyoming Air Natl Guard before appt.

    May be required to successfully complete a two-year trial period.
    Federal employment suitability is determined by a background investigation.
    Recruitment/Relocation Incentive MAY BE authorized if eligible. Subject to funding and TAG approval.
    PCS costs are not authorized. Must be willing to relocate at own expense if selected.

    EMPLOYMENT CONDITIONS:
    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
    Military Technicians are ineligible for military enlistment retention and student loan repayment bonuses.

    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

    CONDITIONS OF EMPLOYMENT:
    1. Must be able to obtain and maintain the appropriate security clearance of the position.
    2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    3. Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
    4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
    5. Duties and responsibilities may significantly impact the environment. Responsible for maintaining awareness of environmental responsibilities as dictated by legal and regulatory requirements organization and its changing mission.

    Qualifications

    AREAS OF CONSIDERATION:
    The consideration of qualified eligible candidates will be as follows:

    Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to the 153 MOF.
    Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
    Area 4: All current military members of the Wyoming Air National Guard.
    Area 6: Current military service members to include the US Air Force Air Force Reserves and other states Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

    Enlisted applicants military grade cannot exceed the maximum military grade authorized. Over-grade applicants must provide a written demotion statement of understanding with application willingness to be administratively reduced in grade (E-6/TSgt) if selected for this position.

    Applicants that over-grade without a written demotion statement of understanding will not be considered for this vacancy. Acceptance of this position does not in any way constitute a military promotion.

    MINIMUM REQUIREMENTS:
    Must possess experience education or training in administrative professional investigative technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions processes and principles of management. Knowledge of the National Guard organizational structures functions procedures and techniques. Experience using computer and automation systems.

    SPECIALIZED EXPERIENCE:
    Must possess specialized experience education or training equivalent to at least the next lower grade level. Experience education or training which has provided application of practices theories techniques and methods of management. Experience analyzing interpreting and developing policies and procedures of local management.

    NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from MM/YYYY - MM/YYYY (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

    MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

    COMPATIBLE MILITARY ASSIGNMENTS:
    Must possess AFSC 2R2X1 Maintenance Management.

    DRIVERS LICENSE:
    Must possess a valid states drivers license.
