Summary

This position is located in Great Smoky Mountains National Park in the Facilities Maintenance Division.

This is a Career/Career-Conditional Full-time appointment.

Travel transportation and relocation expenses will not be paid. All travel transportation and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.


Duties

The incumbent supervises all routine grounds and custodial maintenance activities in the Cades Cove District. The incumbent is responsible for the operation maintenance repair and rehabilitation of all grounds and custodial at Cades Cove Developed Area and loop road area Cades Cove Campground and Picnic area Anthony Creek Horse camp Look Rock Campground and Picnic area Abrams Creek Campground Townsend Collections Center in Townsend Tennessee. Different occupations supervised include: grounds work janitorial maintenance related to campground and picnic areas.

Incumbent is responsible for the appearance and upkeep of grounds around the structures through mowing trimming and brushing. This includes 245 campsites 132 picnic sites and 127 acres of maintained landscapes. The incumbent is expected to develop operation plans preventative maintenance schedules and funding justifications for operation needs and projects.

Incumbent develops plans and programs for the full range of responsibility for the Cades Cove district grounds and custodial operation to include budget staffing projects etc. From approved plans is responsible for the quantity and the quality of the work completed. The incumbent is directly accountable to the Buildings and Grounds Branch Chief GSfor work progress and completion. Is responsible for assuring the efficient and economical accomplishment of work assignments by self and subordinates within general work schedules set by supervisor.

While working within accepted park practices industry codes and NPS policy has considerable latitude for independent action as assignments are of a general nature and the incumbent is expected to draw on experience and established standards to resolve issues as they arise or address unusual circumstances as they occur. Guidance is received from the immediate supervisor NPS manuals policies handbooks directives established building and trade codes OSHA regulations and park specific established procedures.

As a supervisor incumbent is responsible for ensuring equal opportunity for all employees supervised in the selection of employees for training promotions awards and recognition and other career development opportunities. The incumbent is also responsible for addressing employee issues and taking appropriate disciplinary action when necessary. Incumbent initiates and follows through with efforts to conform to established local and Federal codes in all areas of operations supervised and to assure employees have the personal protective gear required to perform their duties and enforces its use. Identifies and corrects safety and health hazards trains employees in correct safety procedures completes hazards analysis maintains all related records reviews and reports lost time incidents and other accidents in accordance with NPS policy. Works with personnel office concerning all OWCP cases and enforces return to work requirements. Schedules and performs workplace inspections and tailgate safety sessions and documents all to supervisor.

The incumbent is responsible for on-the-job safety and health of all employees supervised.

    • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • You may be required to work on-call evenings weekends holidays overtime and shift work.
    • You may be required to occasionally travel overnight away from home. You must obtain a government charge card for travel purposes.
    • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
    • Must be able to obtain and maintain a Contracting Officers Representative Level 1 within 1 Year of Entrance on Duty.
    • Must be able to lift 50 pounds.

    As a condition of employment for accepting this position you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

    To qualify for this position you must have sufficient knowledge and ability in the following job-related factors:

    3. Technical practices (theoretical precise artistic)
    4. Use of measuring instruments
    5. Ability to interpret instructions specification etc. (includes blueprinting reading)

    Physical Demands: The incumbent will accomplish assigned projects. These projects will be assigned throughout the 500000 acres of the Great Smoky Mountain National Park. There are 129 Historic Buildings and an additional 330 other buildings. Travel time to and from assigned work sites can be significant. The incumbent and direct employees may occasionally assist with other parks located in other areas of the Southeast Region.

    Working Conditions: Work sites will range from office settings to outdoor temperature extremes of -10 degrees F in the winter and 90 degrees F in the summer. Employee will at times be exposed to adverse temperatures and weather conditions such as blowing snow and driving rain. The work site can be dusty contain fumes and other hazardous materials. Subject to cuts flying splinters and chips and injury from power and hand tools.

    Telework: The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

    Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
