Make a difference as a part of the Crime Victims Compensation Program (CVCP) by reducing hardship for victims of violent crime. As the Subrogation Specialist youll identify and manage reimbursement of claim costs from insurance settlements and lawsuits pursuing restitution from offenders along with investigation managing and making decisions on claims involving recoveries. The money recovered recirculates back into the program to help fund future claims for future victims.
- Duties
Some of what youll do:
- Review analyze and use independent judgment to take appropriate action regarding any recovery.
- Requests and processes settlement documents related to first third party and/or civil recovery from the attorney or insurer and reviews the settlement release to ensure CVCPs right to restitution is not compromised.
- Negotiates and receives reimbursement from insurance companies when the victims are not attorney represented.
- Performs legal research interprets RCW 7.68 case law legal opinions and court rules supporting CVCPs right to recovery.
- Evaluates factual and legal issues of liability (tort and case law) and determines whether to approve settlements that do not fully reimburse claim expenses or whether to exercise discretionary authority to compromise CVCPs lien or negotiate settlement action with attorneys and insurers.
- Represents CVCPs recovery interest in mediations and settlement conferences.
- Issues first and third party Order and Notices confirming the settlement distribution to the victims attorney or unrepresented victim and monitors the case for payment of CVCPs share of the settlement.
- Initiates legal actions such as notice of withhold and deliver wage garnishments judgment warrants subpoenas and complex collections actions.
- Manages and monitors claims with pending settlements from insurance or lawsuits for financial recovery; requests restitution from criminal offenders; if needed performs collections on delinquent accounts.

- Qualifications
Required:
- A Bachelors Degree
AND
- Two years of experience including planning policy analysis coordination and consultation with a variety of public and private agencies organizations and/or levels of government supervisory experience and/or legal insurance setting involving complex claims or personal injury issues.
- Additional qualifying experience in claims or insurance adjusting claims investigations collections or related field may be substituted year for year for education (Bachelors Degree).
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Desired:
- Two (2) years or more dealing with subrogation restitution and collections.
- Knowledge of RCW 7.68.050 and RCW 9.94A.753.
- Paralegal Certification from an approved paralegal program.

For this position telework is permitted full time but not permitted during training. The assigned duty station for this position is Tumwater Washington.
