Job Description:
The Subcontracts Manager (SCM) is responsible for the overall life cycle of a subcontract from the initial sourcing and acquisition strategy development through solicitation negotiation award cost and schedule management subcontractor execution and closeout steps.
Subcontracts leverage the variety of subcontract types (i.e. fixed-price cost reimbursement time & material labor hour etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing development of the subcontract requirements (i.e. SOW development) generation of the solicitation / request for proposal source selection negotiation (price schedule technical terms & conditions) establishment of the official subcontracts file and its required documentation management of supplier cost schedule performance and collaboration with engineering on the technical management of the subcontractor.
Essential Functions:
- Supports cross-functional requests and inquiries (i.e. Contracts Program Management Office (PMO) Business Development (BD) Engineering Finance Quality Operations Logistics International Trade Compliance and Regulatory Government Compliance Accounts Payable (AP) Property Management etc.).
- Subcontracts also supports business development activities on new pursuits and proposals by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk financial stability technical capability and quality management system assessments.
- Reviews technical SOWs understand work scope and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements
- Negotiates legal documents as required (i.e. NDA Teaming Agreements Terms and Conditions etc.) based on assigned signature authority.
- May prepare PO/Subcontracts compliant packages as required.
Qualifications:
- Bachelors Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related lieu of a degree minimum of 13 years of prior related experience.
- Active TS/SCI with CI Poly clearance.
Preferred Additional Skills:
- Proficient with MRP systems.
- Ability to effectively communicate with all levels of management and program teams.
- Be a self-starter and team player.
- Knowledge of FAR/DFAR/ITAR laws rules and regulations.
- Experience in managing various types of complex subcontracts including hardware software complex services subcontracts and follow-on/production subcontracts.
- US Government contract experience.
- Knowledge of contract types (i.e. FFP Cost Reimbursement T&M CPFF CPIF etc.)
- Negotiation skills subcontractor management and program risk management.
- Proficient working experience with Microsoft Office Excel skills (pivot tables V-lookup etc.) Word Power Point Presentations presentation/communication skills and MRP/ERP.
