Job Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Shift Leader serves at the one of the two Military Ocean Terminals (MOT). Position is located in Concord CA with the 834th U.S. Army Transportation Command.
- Use a variety of state-of-the-art physical security equipment to protect MOT national security assets from all threats to include waterborne vehicle-borne rail-borne and airborne to include drone technology.
- Guards at MOTs routinely participate in antiterrorism committees and fusion cells and directly protect critical resources to include Arms Ammunition and Explosives and other classified objects moving through the MOT via rail ship or vehicle.
- Serve as the DASG Shift Leader who is an assistant to the Guard Supervisor with primary responsibility to lead activities of patrols static posts and harbor security operations.
- Perform security guard duties in accordance with appropriate regulations to detect and prevent theft damage pilferage accident trespass sabotage and espionage and to enforce the security and safety regulations of the terminal.
- Lead and perform vehicular patrol in restricted and administrative areas of the installation and on harbor patrol watercraft providing security measures for personnel ships/boats and trains entering the Terminal.
- DASG duties are strenuous due to many conditions of employment such as passing an occupational medical exam taking an annual physical fitness test and working in the elements during both summer and winter.
- Appointment may be subject to a suitability or fitness determination as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET level security clearance.
- Must meet the requirement of the Individual Reliability Program in accordance with the Army Regulation 190-56.
- Required to undergo and pass a complete medical physical at government facility at government expense and must also undergo this requirement annually.
- This is a drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis in accordance with Army Regulation 600-85.
- Shift work is required or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings nights weekends and holidays.
- Must be proficient in the use of assigned firearms/weapons pass an initial qualification and must qualify semiannually thereafter in these of assigned firearms/weapons.
- Incumbent may be required to serve a one-year probationary period.
- Must successfully complete cardiopulmonary resuscitation (CPR) certification Automated External Defibrillator (AED) and First Aid training.
- May be required to wear chemical protection masks gloves and other protective equipment and may be required to be certified in the use of aerosol irritants and baton.
- Required to pass entry level and annual re-certification of the Physical Agility Test (PAT) in accordance with Army Regulation 190-56.
- Must possess and maintain a valid drivers license.
- Must wear prescribed uniform.
- Must participate in regularly scheduled training in the techniques of use of deadly force anti-/counterterrorism first aid firearms search and seizure security operations and enforcement of installation rules regulations and policies.

Specialized Experiences: One year of specialized experience which includes experience in working in a Federal State municipal local or private organization that involves the protection of property against such hazards as fire theft damage accident or trespass; maintaining order; protecting life; writing and reviewing incident reports; responding to emergency situations and security breaches; and controlling access to highly restricted areas with critical resources/assets of National Security importance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

- This position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18 U.S.C. 922). Persons convicted of misdemeanor crime of domestic violence are not eligible for this position.
- Complete all required State-provided National Crime Information Center (NCIC) and National Law Enforcement Telecommunications System (NLETS) training.
- Successfully pass the States certification test required from the state Criminal Justice Information Service (CJIS) security official (if required by the State).
- Must obtain and retain one or more of the following U.S. Coast Guard licenses: Small Boat Captains Operator of -Un-Inspected Passenger Vessel (OUPV) License U.S. Army Marine Certification IAW Chapter 5 AR 56-9 or a Military Ocean Terminal Concord Harbor Patrol Coxswain appointment within a year of being appointed to this position. Failure to meet this requirements could lead to disciplinary actions.
- Within the first 2 years boat crew members must complete a swim assessment Basic Maritime Officers course (BMOC) Advanced Basic Maritime Officers course Rescue Boat Operations course National Association of State Boating Law Administrators (NASBLA) courses- Basic Crew Member Boat Search and Rescue and Tactical Operator Boat safety course and MOT personnel qualification standard. Failure to compete the training requirements could lead to disciplinary actions.
- Temporary duty (TDY) is 25% and less of the time.
- This position has been designated as Key. Incumbent cannot be serving in the Active duty military or Reserve/National Guard.
- Overtime may be required as directed and is subject to recall for periods of emergency overtime
- Incumbent is subject to possible civil actions due to improper exercises of authority or injudicious use of force in the detention of individuals.
- Must successfully complete Initial & annual in-service security guard training.
- Good eye/hand coordination is required to operate radios and security weapons and equipment. Must be in sufficient physical condition to conduct assist in searching vehicles and persons and restraining persons. Infrequently lifts persons involved in accidents/incidents; uses unarmed combat techniques for self-defense to subdue persons.
- This is an essential position with varying hours and work schedules-you will be expected to report to or remain at your worksite during dismissal or closure situations.
