Job Summary
The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments assigning work and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings.
The Lead MSA monitors and makes work assignments provides input on performance resolves daily workplace issues and maintains efficient workflow. Assignments at this level include but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. Position requires comprehensive working knowledge of VHA policy and regulations related to the duties of the section medical center memorandums legal decisions and state laws dealing with care and treatment of veterans and beneficiaries (admissions discharges scheduling inpatient and outpatient policy fee services sharing Agreements Tricare Champ VA legal detention. For all assignments above the full performance level the higher level duties must consist of significant scope administrative independence complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent(s) at least 25% of the time.
The Lead MSA works collaboratively in an interdisciplinary coordinated care delivery model and performs all related duties; customer service and other duties assigned for the proper and timely treatment of patients and assure appointment schedules are maintained by MSA staff for one or more outpatient clinics. The Lead MSA must assist with clinic access contingency plans by adjusting appointment times location or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs. The Lead MSA will have the responsibility of performing the duties related to the Beneficiary Eligibility Program which includes enrolling those eligible for VA health care benefits by entering data from the Application for VA Healthcare into Vista where it is then transmitted to the national Health Eligibility Center (HEC) for eligibility determination. Assuring all requests are processed in a timely manner and that they are reviewed and appropriate documentation completed before sending to HAS or Fiscal Service. The Lead MSA must assure that the requests entered by the MSA staff are reviewed by the Lead MSA or Supervisory MSA and if the requests are entered by the Lead MSA they are reviewed by the Supervisory MSA or Supervisory Medical Administration Specialist/designated management staff.

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education: High school diploma General Education Development equivalency certificate or proficiency certificate from a State or territorial-level Board or Department of Education.
- Foreign Education: To be creditable education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.
- English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7403(f).
Grandfathering Provision. Employees in VHA in this occupation under a permanent appropriate and legal placement on the effective date of the qualification standard are considered to have met all qualification requirements for the grade and/or assignment held including positive education and registration/certification where applicable. For employees who do not meet all the basic or assignment-specific requirements in this standard but met the qualifications applicable to the position at the time they were appointed the following provisions apply:
(1) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
(2) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
Documentation Requirements for Proof of High School Completion or higher: If selected to meet the basic requirement of high school education or equivalent and prior to a firm job offer being extended applicants must provide one of the following as verification of the education requirement if not covered under the grandfathering provision:

Grade Determinations:
One (1) full year of experience equivalent to the GS-6 grade level and the Knowledge Skills and Abilities (KSAs) listed below.
- Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics specialties and/or community.
- Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
- Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
- Ability to organize work set priorities and delegate tasks/responsibilities in order to meet deadlines.
- Ability to provide staff development and training.
- Ability to manage staffing requirements manage workflow priorities and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
Preferred Experience: Community Care experience.
