Job Summary

ProSidian Seeks a Lead Evaluator DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services for Program Support on an Exempt 1099 Contract: No Overtime Pay Basis for Hybrid On/Off Client Site and Virtual in the CONUS/OCONUS - Mid-Atlantic Area (Washington District of Columbia United States National Capital Region).  This role is for a Contract Contingent Exempt 1099 Contract: No Overtime Pay Lead International Development Program/Project Evaluator (PILAB010).

Professional generally located in Washington District of Columbia United States National Capital Region Across The CONUS/OCONUS - Mid-Atlantic Region supporting a Global labor-program environment spanning technical assistance trade enforcement field research and multilingual stakeholders.

We seek Lead International Development Program/Project Evaluator candidates with relevant Government and Public Services Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Government and Public Services Sector Clients such as ILAB.

This is a Contract Contingent or Contract W-2 (IRS-1099) DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services Functional Area / Swim Lane / Category Discipline Professional - DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services Position; however ProSidian reserves the right to convert to a full-time ProSidian-employed W-2 Position.

JOB OVERVIEW

Provide services and support as a Lead International Development Program/Project Evaluator DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services aligned with the DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services Functional Area / Swim Lane / Category Discipline in the Government and Public Services Sector Industry Sector. 

This role focuses on Management and Operations Solutions for clients such as the U.S. Department of Labor (DOL ILAB) Bureau of International Labor Affairs (ILAB) including the Office of Child Labor Forced Labor and Human Trafficking and the Office of Trade and Labor Affairs Generally Located In Washington District of Columbia United States National Capital Region and across the CONUS/OCONUS - Mid Atlantic Region (Of Country/World) Hybrid On/Off Client Site and Virtual.

Serve as the ProSidian Engagement Team Lead Program Evaluator on engagement initiatives focused on providing technical oversight (e.g. matching specialist expertise to assignment needs reviewing and approving the technical quality of specialist work product providing technical guidance/mentorship to bench members etc.)  Monitor programs. Measure impact. Turn labor data into clear insights that drive smarter global action.

RESPONSIBILITIES AND DUTIES

Lead International Development Program/Project Evaluator DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services PILAB010

Provide Government and Public Services Sector-related Hybrid On/Off Client Site and Virtual Management and Financial Consulting Acquisition and Grants Management Support and Business Program and Project Management Services for DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services as a Labor Category: Senior Consultant II with activities generally located CONUS/OCONUS - Mid Atlantic CONUS/OCONUS - Mid Atlantic Washington District of Columbia United States National Capital Region.

The Lead Evaluator leads the planning implementation and utilization stages of all monitoring evaluation and learning (MEL) tasks under the contract conducts quality reviews of technical work and prepares and finalizes the requested deliverables. The Lead Evaluator will have general technical expertise in program evaluation performance monitoring indicator development facilitation of learning and data analysis and data usage. 

  • The Lead Evaluator shall have subject matter expertise related to the services and deliverables indicated in Section 3. Summary of Tasks.  T
  • Lead Evaluators will work with the bench of specialists to carry out on-site facilitation data collection site visits and observations where fieldwork is appropriate (see job duties and qualifications below). 
  • The Lead Evaluator is responsible for verifying the accuracy of AI-assisted analysis or content prior to inclusion in any deliverable.
  • Provide technical oversight (e.g. matching specialist expertise to assignment needs reviewing and approving the technical quality of specialist work product providing technical guidance/mentorship to bench members etc.)
  • Lead TORs evaluation design interim/final/thematic evaluations rapid studies fieldwork and mixed-method analysis. Review evidence synthesize findings and validate AI-assisted work.
  • Ask focused questions. Evaluate outcomes. Validate findings.
  • Evaluation methods monitoring and technical quality

Qualifications :

Desired Qualifications For Lead International Development Program/Project Evaluator DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services PILAB010 Candidates:

Education / Experience Requirements / Qualifications

  • Masters degree or higher
  • At least 8 years of recent monitoring evaluation and learning experience with international development projects in the communities and with the populations served by ILAB projects
  • Recommended: masters degree in evaluation economics public policy social science or related field and leadership of comparable evaluations.

This position aligns with functional and technical requirements in the Government and Public Services Sector and Lead International Development Program/Project Evaluator Candidates principally support DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services Functional Area / Swim Lane / Category Disciplines.

Skills Required

Primarily focused on Management and Financial Consulting Acquisition and Grants Management Support and Business Program and Project Management Services initiatives and aligned with Program Support activities in the DOL ILAB Monitoring Evaluation Learning (MEL) and Data Services Functional Area.  

Sampling quantitative/qualitative methods performance measurement evidence synthesis and technical review.
