Job Summary

Summary

The primary purpose of this position is: Leads a team of engineers/architects from a variety of disciplines and base technical staff on large or more complex multi-phase projects. Provides engineering technical support to perform the more difficult and complex facility equipment and system programming tasks.

Duties

  • Serves as Team Lead. Communicates and integrates the organizations strategic plan mission vision and values into the Construction Managers teams strategies goals objectives work plans and work products and services.
  • Designs and develops layouts drafting statements of work specification and cost estimates; assembles proposal packages for new military projects for construction alterations maintenance and/or repairs to various base facilities.
  • Technical representative for contracting officer. Interprets and clarifies plans specifications and other proposal documents.
  • Plans and directs the installation of complex systems and associated facilities and provides construction management and control over assigned construction contracts.
  • Performs inspection and surveillance of difficult and complex construction projects. Ensures contractor compliance with approved plans and specification for various construction contracts.

  • The work will require the employee to drive a motor vehicle. Must possess an appropriate and valid drivers license.
  • This is a drug testing position and periodic random drug testing will be performed.
  • Five years of field experience in project management is desired.
  • Extensive building experience construction estimating and through understanding of materials and assemblies is required. Some college training and basic math is highly desired.
  • May be required at the convenience of the government to perform temporary duty travel by either government or commercial air transportation and to utilize government furnished quarters and mess at temporary duty when available.
  • Professional contacts through memberships in professional organizations and personal contacts with pertinent authorities are desirable.
  • Must possess complete motor skills and manual dexterity to perform inspections in crawl spaces tunnels culverts roofs accordance with AFOSHA standards.
  • This position requires a pre-employment physical/medical examination.
  • This position must be able to obtain and maintain a Secret security clearance.
Qualifications

In order to qualify you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Group Coverage Qualification Standard for Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes experience of technical and general engineering concepts principles work techniques and practices and familiarity with engineering disciplines (Mechanical Electrical Structural Utilities and Pavement/Grounds). Skills in applying a variety of engineering processes concepts regulations policies precedents and techniques to resolve complex interrelated problems including work measurement methods improvement times standards layout designs and cost analysis. Experience of a wide range of analytical and diagnostic methods procedures and principles to identify and evaluate system failures take corrective actions to resume normal operations and implement procedures to allow for partial use until problems are resolved.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Technical knowledge of general engineering concepts principles and practices and familiarity with engineering disciplines (Mechanical Electrical Structural Utilities and Pavement/Grounds).

2. Knowledge of construction standards methods practices and techniques materials and equipment to determine compliance with federal state and local codes and regulations.

3. Knowledge of a wide range of analytical and diagnostic methods procedures and principles to identify system failures take corrective actions to resume normal operations and implement procedures to allow for partial use until problems are resolved.

4. Knowledge of a variety of engineering technician processes and techniques to include work measurement methods improvement time standards layout designs and cost analysis. Knowledge of standard contracting regulations practices and procedures. Knowledge of current automation technology and practices essential for the accomplishment of projects.

5. Ability to plan conduct and record site/facility surveys and inspections. Ability to plan and organize work and coordinate with other engineering disciplines and architects. Ability to communicate effectively both orally and in writing and maintain good working relations. Ability to lead a subordinate workforce.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
