- Directs staff and operations of an office or unit;
- Coordinates plans and manages office or unit activities;
- Formulates program goals and objectives;
- Monitors evaluates and reports on programs and implements corrective action plans to address deficiencies and improve operations;
- Interprets and administers pertinent laws;
- Conducts performance evaluations;
- Schedules assigns oversees and reviews work of staff;
- Provides staff training and assistance;
- Prepares or assists in preparation of office or unit budget;
- Acts as liaison with other operating units agencies and outside officials regarding unit policies and procedures;
- May develop or assist in development of related policy;
- May identify resources submit grant proposals and develop new programs based on grant and contract rewards;
- May establish and maintain state job training or employment services programs responsive service delivery networks unemployment insurance claim call centers or unemployment advocacy programs;
- May coordinate with technical experts to maintain integrity of automated systems;

- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelors degree.
- A Masters degree may be substituted for one (1) additional year of the General Experience.
- Experience managing employment and training programs.
- Experience providing outreach and presentations to businesses and job seekers regarding CTDOL programs and services
- Experience in public speaking to both large and small groups
- Experience working independently prioritizing multiple assignments with competing deadlines.
- Experience collaborating with multiple units within the agency as well as other state and local agencies and community-based organizations on workforce development
- Experience with providing CTDOL business services to job seekers and employers through one or more of the following programs: Wagner-Peyser WIOA Trade Act Rapid Response or Job Corps.
- Experience mentoring staff and leadership on program areas
- Experience managing state and federal audits and compliance reviews
- Experience monitoring and ensuring that office functions and productivity meet state and federal requirements
- Experience operating software tools including but not limited to CTHires Microsoft Outlook and Excel
- Experience monitoring performance metrics for staff
- Experience evaluating staff performance and address staff deficiencies as related to performance metrics
- Experience developing and conduct training for staff as needed
