THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a IT SPECIALIST (PLCYPLN/NETWORK SERVICES) Position Description Number T6332P01 and is part of the 224 ADG National Guard.

This vacancy does not meet the criteria for appointment of annuitants.


Duties

As an IT SPECIALIST (PLCYPLN/NETWORK SERVICES) (GS) you will serve as unit level manager/monitor for telecommunicationsystems plans policies procedures and program management for the Eastern Air Defense Sector(EADS) Plans Section (SCXP). Also serves as the Communication and Information Systems (SC)Configuration Manager (CM) and liaison between the SCXP section and EADS InformationAssurance (IA) team providing communication link with higher headquarters and detachment CMs
and plans teams.

  • Incumbent must be eligible for a TS/SCI security clearance (Special Compartmented Information)as required by duty location within one year of appointment.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • For positions requiring the operation of motor vehicles candidates must have a valid state drivers license for the state in which they live or are principally employed.
Qualifications

GENERAL EXPERIENCE:
Experience education and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant computer sales representative program analyst or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE:
Must have one year specialized experience equivalent to at least the next lower grade. Experience in managing the function of the work to be performed. Experience which includes leading directing and assigning work of personnel. Experience leading a team to review plans and orders to include: Contingency Plans (CONPLANs) Operational Plans (OPLANs) Operations Orders (OPORDs) Execution Orders(EXORDs) etc. from the communications perspective. Prepares or reviews all Annex Ks to ensure communications considerations are addressed. Also performs other duties as assigned. Experience implementing telecommunication programs and special projects. Serves as a project management officer responsible for the successful implementation of various telecommunications programs/projects. Experience coordinating the preparation of and reviews telecommunications statements of work (SOW) and performance work specifications (PWS) for contracts. Experience implementing Configuration Management program. Experience participating in discussions meetings committees or special projects and presents briefings and prepares recommendations and reports. Experience developing and maintaining a strong project planning program. Reviews project plans and specifications to ensure adequate analysis and justification of requirements realistic cost estimates scheduling and consideration of all associated constraints and restraints. Participates in discussions meetings committees or special projects and presents briefings and prepares recommendations and reports. Presents clear concise and well-structured oral presentations that address the designated issues. Serves as liaison between SCXP and the Information Assurance personnel. Understands Information Technology (IT) security principles methods and security products to protect and maintain the availability integrity confidentiality and accountability of information system resources and information processed throughout the systems life cycle.

Recruitment Relocation or Retention Incentives (3R): A 3R incentive may be authorized for highly qualified applicants and/or for positions that are determined to be hard to fill.
Approval Authority: The Adjutant General is the approval authority for requests up to 25% of the starting salary. The Office of Personnel Management (OPM) is the approval authority for requests up to 50% of the starting salary.
If an incentive is requested an official start date will not be established or provided to the selected candidate until final approval is received.

Superior Qualifications Appointment (Advanced Step Placement): In accordance with agency pay-setting policy the hiring official may request advanced step placement for highly qualified candidates of federal GS positions.
Eligibility: To qualify the candidate must be a newly-appointed General Schedule (GS) employee (defined as receiving their first appointment as a civilian employee of the Federal Government or a former federal employee being reappointed after a break in service of at least 90 days).
The hiring official must formally document and demonstrate that the candidate possesses: Superior Qualifications: The level type or quality of the candidates skills competencies accomplishments education or experience is significantly higher than what is minimally required for the position; OR
Special Agency Need: The candidate possesses skills and competencies that are essential to accomplishing a critical high-priority agency mission goal or program.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
Information Assurance Certification is a condition of accordance with DoD 8570Mandatory Certification of GIAC Security Leadership Certification (GSLC) and/or CertifiedInformation System Security Professional (CISSP) or equivalent DoD 8570 Management Level IIcertification is required. If Certification is not held must obtain within six months from initial to receive the proper IA certification may result in removal from this position.

This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration. Head of Agency requests to exceed 14days in a calendar year must be approved in advance by the National Guard Director of Man power and Personnel (NGB-J1).
