Job Summary

Software Asset Manager / SaaS Licensing & IT Contract Negotiator State Agency $34/hr W2 Phoenix Hybrid 1 Year

SunSoftOnline is hiring a Senior IT Procurement Analyst for an Arizona state agencys Technology Services division.

This role is about software licensing SaaS contracts and license optimization not general purchasing. If your background is in ordering supplies or facilities procurement this isnt a fit.

Requirements before you apply: you must currently live in the Phoenix metro area with your city on your resume U.S. citizen or green card holder the State cannot sponsor any visa and you must be eligible to convert to a full-time state employee W2 only no C2C.

The work: leading end-to-end software acquisitions contract renewals license optimization and vendor negotiations for IT products and services including Software SaaS hardware cloud infrastructure telecommunications and managed services. Managing the software renewal pipeline on a 30/60/90-day lookahead and analyzing usage to right-size seats and tiers. Leading commercial negotiations for SaaS agreements Enterprise License Agreements and maintenance contracts. Partnering with Security Legal and Privacy on vendor risk assessments and SOC 2 compliance. Identifying overlapping software across business units and reclaiming unused licenses. Maintaining the Software Asset Management repository to defend against vendor audits. Developing and scoring RFQs RFPs and RFIs.

The facts: $34/hr W2 HYBRID: onsite training 3-4 weeks then 4 days remote Monday-Friday 8-5 starts October 5 2026 runs one year in-person interview in Phoenix within a week of the close HireRight background check and drug screening.
