Job Summary

Savan is seeking an IT Portfolio Management & Governance Project Manager to support the U.S. Department of Transportation (DOT) Office of the Chief Information Officer (OCIO).

The Project Manager will provide overall leadership coordination and quality oversight for a team supporting DOT IT portfolio management IT governance strategic planning program and project management IT financial management and related communications and documentation activities. This individual will serve as the primary point of contact for the Government customer work closely with DOT stakeholders and ensure that project activities deliverables and resources remain aligned with customer priorities.

The successful candidate will bring strong federal CIO-support experience and the ability to manage complex workstreams translate technical and financial information into actionable recommendations and communicate effectively with executive leaders and diverse stakeholders. The Project Manager will be a proactive dependable leader who can manage competing priorities anticipate customer needs and drive high-quality results with limited direction.

Position Summary

Role Responsibilities:
  • Serve as the primary contractor point of contact for DOT stakeholders and provide overall leadership for the project team.
  • Lead project planning coordination staffing work scheduling quality assurance risk management and delivery oversight.
  • Manage and integrate activities across IT portfolio management governance strategic planning program and project management financial management communications and documentation workstreams.
  • Support DOT IT portfolio-management and governance processes including investment analysis strategic planning performance reporting risk management and executive decision support.
  • Oversee the preparation of project plans accomplishment reports status updates briefings dashboards recommendations and other management deliverables.
  • Facilitate meetings and stakeholder engagements; prepare agendas briefing materials meeting minutes action-item trackers and follow-up communications.
  • Provide executive-level analysis and recommendations on portfolio performance governance processes IT investments risks financial considerations and improvement opportunities.
  • Support the development review and maintenance of governance policies procedures templates process documentation and other program-management artifacts.
  • Coordinate with Government stakeholders contractor personnel and task leads to ensure deliverables are timely accurate complete and responsive to DOT priorities.
  • Identify delivery risks issues and dependencies; recommend practical mitigation actions and escalate matters as appropriate.
  • Lead and mentor project personnel promote collaboration across workstreams and maintain a high standard of client service and professionalism.
  • Present project updates findings emerging issues and strategic recommendations to DOT leadership and stakeholder groups.
  • Support implementation of applicable federal IT management requirements policies and continuous improvement initiatives.
  • Create management dashboards to communicate display and track system owners progress in achieving the project goals
Qualifications and Requirements:
  • Bachelors degree in business public administration information systems finance economics project management or a related field.
  • At least 10 years of professional experience supporting federal IT organizations CIO offices IT portfolio management governance program management or related functions.
  • At least 8 years of experience in federal IT portfolio management CPIC IT governance strategic planning IT financial management or program and project management.
  • Demonstrated experience serving in a project-management program-management or workstream-lead role supporting federal clients.
  • Experience leading teams managing project schedules and deliverables addressing risks and issues and maintaining productive Government stakeholder relationships.
  • Experience supporting IT investment management portfolio analysis governance processes performance reporting strategic planning or financial management activities.
  • Ability to analyze complex technical operational financial and programmatic information and develop practical recommendations for leadership.
  • Experience preparing executive briefings presentations status reports dashboards correspondence and other client-facing deliverables.
  • Strong analytical problem-solving organizational facilitation and decision-making skills.
  • Excellent verbal and written communication skills including executive writing and editing.
  • Proficiency with Microsoft Office and Google Workspace tools.
  • U.S. Citizenship.
  • Ability to obtain and maintain a Public Trust suitability determination
  • Ability to support a hybrid work schedule in the Washington DC metropolitan area including on-site work at DOT facilities as required.

Preferred Qualifications:
  • Project Management Professional (PMP) certification.
  • Experience supporting DOT a federal civilian agency CIO organization or a comparably complex federal IT environment.
  • Experience with federal IT investment management CPIC governance IT financial management strategic planning or IT risk-management programs.
  • Experience supporting executive governance forums portfolio reviews leadership briefings or senior stakeholder meetings.
  • Experience developing or improving governance processes policies standard operating procedures templates training materials or documentation repositories.
  • Experience leading multidisciplinary teams in a federal consulting environment.

Work Location and Schedule:
Hybrid work schedule with on-site support at DOT facilities in Washington DC as required.

Compensation
The anticipated salary range for this position is $120K$160K. This range represents Savan Groups good faith estimate at the time of posting and is not a guarantee of compensation.

Final compensation will be determined based on factors including relevant experience skills education certifications internal equity market conditions and geographic location. For positions supporting federal contracts compensation may also be subject to applicable labor category requirements contract terms funding and other contract-specific provisions. As a result actual compensation may vary from the posted salary range.
