Job Description

DEFINITION AND DUTIES:

Under general direction plans directs and manages the Countys Information Technology (IT) Department including the development and implementation of the Countys technology strategy. Oversee the administration development implementation maintenance and support of enterprise technology systems including in-house and third-party software applications network infrastructure cybersecurity Geographic Information Systems (GIS) the County website document management systems and the VoIP telephone system. Provides leadership and supervision to IT personnel and is responsible for the development and administration of the Countys technology and departmental budgets.

Knowledge of:

  • Hardware and software technology and development

  • Communication and information systems including LAN/WAN VoIP document management and SANs

  • Methods and procedures for designing developing and integrating automated systems

  • Geographical Information Systems (GIS)

  • Fiscal responsibility including budget preparation and system development and evaluation

  • Principles and practices of public management administration and labor relations

  • English language to include grammar spelling sentence structure vocabulary and proofreading skills

Ability to:

  • Recruit hire train manage evaluate discipline and motivate staff in accordance with county employment policies and collective bargaining agreement

  • Represent Johnson County and perform duties in a professional responsible and trustworthy manner

  • Maintain confidentiality and security of information as appropriate

  • Develop interpret apply and articulate departmental policies and procedures

  • Have sufficient vision which permits moderate to heavy production and review of a wide variety of materials in both electronic and hardcopy forms

  • Have sufficient manual dexterity to make handwritten notations and which permits moderate to heavy use of a keyboard and mouse

  • Sit stand walk climb balance stoop kneel crouch crawl squat bend twist reach and use a step stool as needed

  • Push pull lift and/or carry up to 35 pounds

MINIMUM EDUCATION TRAINING AND EXPERIENCE:

Bachelors degree in management information systems (MIS) computer science or related field and at least 5 years progressively responsible experience with 2 years of supervisory/management experience and 3 years technical IT experience OR equivalent combination of education training and experience that provides the necessary knowledge skills and abilities to perform the work

Special requirements: Valid drivers license and insurable under County liability coverage. May also require use of personal vehicle for official business.

  • Provides strategic leadership for the IT Department by directing recruitment hiring onboarding training performance management employee development promotions disciplinary actions and terminations ensuring a high-performing and accountable team.

  • Plans and directs areas of responsibility including software development GIS network cybersecurity web and VoIP. Provides organizational direction and support during design and administration of information technology systems and networks. Reviews plans progress and outcomes of assigned work.

  • Develops implements and administers information technology polices.

  • Consults with County departments to assess technology needs and identify cost-effective solutions that support organizational goals. Develops and maintains the Countys technology strategic plan and provides recommendations to the Board of Supervisors on the future direction of technology initiatives and the effective use of emerging technologies.

  • Prepares presents implements and monitors departmental and technology budgets. Authorizes purchases monitors expenditures and makes recommendations for budget modifications or additional funds.

  • Maintains a broad base of knowledge in hardware software network cybersecurity GIS web and phone equipment to identify potential use of new/enhanced technology throughout the County.

  • Studies current computer applications and potential new system possibilities. Identifies weaknesses in current systems and potential efficiencies realized by new systems. Considers acquisition of new equipment and/or software for specialized applications as appropriate.

  • Attends work-related meetings conferences and seminars. Coordinates the County Computer Committee and various sub-committees such as Networking and Document Management.

  • Performs all work duties and activities in accordance with Departmental and County policies procedures collective bargaining agreement and safety practices.
