Job Duties
The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as an IT Contingent Labor and Research Services Category Manager with the Statewide Sourcing & Category Management Division.
This position will implement a category strategy to maximize the Commonwealths purchasing power and value in a portfolio of 10 contracts representing over $400M in annual spend on behalf of the Commonwealth including all executive branch agencies localities and educational institutions as well as public bodies outside of Virginia.
The ITCL program supports acquisition of IT staff augmentation (contractors) and IT consulting resources. Research services include contracts for IT legal investigative and business risk research services.
Areas of responsibility include strategic planning; enterprise program management; enterprise governance and oversight; complex IT contract management; supplier relationship management of critical suppliers within the Commonwealth; policy development revision and enforcement; serving as a key stakeholder in complex sourcing projects; leading complex contract negotiations; industry engagement; customer engagement; communications training and change management.
Must be innovative and solution-oriented to address complex issues. Must have strong analytical skills to create data-driven business strategies. Identifies opportunities for cost-savings and leverages Commonwealth spend to obtain best value. Identifies process efficiencies.
Increases the utilization of statewide IT contracts across executive branch and public bodies by communicating value to customers. Proactively identifies similar business needs across executive branch agencies to develop statewide contract strategies that result in procurement efficiencies.
Utilizes e-procurement contract management and sales reporting systems to effectively manage contracts. Ability to communicate within levels of an organization including senior executives.
Ability to independently and strategically mange all aspects of the programs and contracts in this category with consistency sound judgement and integrity. Ensures compliance with Virginia Public Procurement Act and other related legislation and policy.
Experience in a procurement contract management or project management organization or industry-specific experience in the staffing/consulting sector is required. This is a critical position within the Statewide Sourcing & Category Management Division and requires a self-starter who will take initiative to maintain the category in alignment with industry best practices.

Minimum Qualifications
Considerable experience in a procurement contract management or project management organization or within the staffing/consulting industry.
Considerable experience in strategic planning including applying data to create business strategies and drive positive business outcomes.
Considerable experience in the formation negotiation management of high-value complex IT contracts or managing complex IT projects.
Considerable experience establishing and managing effective business relationships and implementing and supporting change management with critical suppliers stakeholders or customers.
Considerable experience in developing implementing interpreting or applying policies procedures state laws or other governance frameworks.
Experience meeting deadlines.
Additional Considerations
Experience in independently and strategically managing an enterprise IT governance program.
Experience in developing training content and delivering training in front of large audiences.
Experience interacting with senior-level executives and members of the Governors administration.
Working knowledge of the Virginia Public Procurement Act.
Working knowledge of VITAs enabling legislation and governance functions.
Certified Contingent Workforce Professional (CCWP) certification.
