Job Summary

Summary

The United States Capitol Police (USCP) safeguards the Congress Members of Congress employees visitors and Congressional buildings and grounds from crime disruption and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe secure and open environment.


Duties

This position is located in the Office of Chief Administrative Officer Office of BackgroundInvestigations and Credentialing United States Capitol Police.

Conducts investigations requiringa high degree of skill for varied personnel security investigations and works to ensure suitability for background data interviews the subject and drafts a report on finding for investigativecases. Prepares a wide varietyof complex documents that includeformal analyses and findings for resolving highly difficult investigativecases.

Plans cases independently and works out arrangements with interviewees to perform substantial analysis of a wide range of recordsand documents to determine employment suitability.

Conducts background investigations toresolve all material issues in a case and to establish the backgroundreputation character suitability or qualifications of the subject underinvestigation.

Performsrecord searches at police agencies courthouses educationalinstitutions financial institutions places of employment leasing offices and through other background investigations to resolveall material issues in a case and to establishthe background reputationcharacter suitability or qualifications of the subject underinvestigation. Prepares a wide variety of complex documents that include formal analyses and findings forresolving highly difficult personnel investigative cases.

Conductsinvestigations and documents the results to determine if a particular case is supported by sufficientevidence to provide a basis of rejection for employment. Prepares memoranda and reports summarizing the evidence investigative results andrecommendations for disposition of each case.

Reviewsall investigative material (e.g. reports testimony examination results records and other documents) for accuracy and completeness and to ensureall concerns have been resolved or supported by fact.

Participatesin the development of new investigationplans schedules or methods to accommodate changing program requirements. Identifies objectivesbased on an analysis of interrelated issues of effectiveness efficiency and productivity of substantive programs. Determines approachto achieve objectives identifies specific steps and decides on meetings information and other input.

Assistsin developing organizing and implementing functional short- and long-range plans. Estimates resources required. Revises program operations for consistency withstrategies and program emphasis.

    Must be a U.S. completion of a background investigation is complete a one-year probationary possess or be able to obtain a top-secret clearance.

    Qualifications

    In order to qualify you must meet the education and/or experience requirements described below.

    For the CP-10/GS-12: Incumbent must have at least 52 weeks of specializedexperience at or equivalent to the CP-09/GS-11 grade level.

    Specializedexperience consists of:

    (1) Experience consolidating allegedly different facts events and other types of investigative materials and resolving conflicts in facts or evidence;

    (2) Experience developing information on sensitive issues through further fact-finding to support an administrative decision within criteria established by applicable laws rules or regulations; and

    (3) Extensive knowledge of investigativetechniques used in planning and conducting investigations when the results areused to make or invoke administrative judgements on employment.

A criminal history does not automatically exclude an applicant from employment with the History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts liens repossessions or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. Check -- Applicants fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct such as illegal drug use arrests or convictions may not be automatically disqualifying. However deliberate misstatements omissions or intentionally withholding required information at any phase of the hiring process will result in a candidates disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
