THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a INTERDISCIPLINARY (TITLE 5) Position Description Number T and is part of the FL 125th FW National Guard.

This is an interdisciplinary Architect/Engineer position (see duties below)


Duties

As an Interdisciplinary (Civil Engineering) GSyou will plan and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates sets and adjusts short-term priorities and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience training and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice guidance and direction on a wide range of policy investigative inspection/ exercise strategic planning and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission functions and manning. Identifies requirements and initiates requests for additional resources including personnel overtime equipment supplies training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts amends or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality timeliness and efficiency of work.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service under the authority ofTitle 5 P.L. 114-328 Sections 932 and 1084 (FY17 NDAA) and is open to US citizens interested in helping the Department of the Air Force meet our mission requirements as a Interdisciplinary (Civil Engineering).

PCS: Permanent Change of Station (PCS) costs MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLNG BUS Code 8888: This position is excluded and ineligible for labor organization representation.

GENERAL EXPERIENCE/ MINIMUM EDUCATION:
Must have a degree in Engineering (to be acceptable the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics.
OR
A combination of education and experience -- college-level education training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering and (2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI) Engineer in Training (EIT)1 or licensure as a Professional Engineer (PE) by any State the District of Columbia Guam or Puerto Rico. Absent other means of qualifying under this standard those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
OR
Completion of Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States the District of Columbia Guam and Puerto Rico.
OR
Completion of specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical mathematical and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
OR
Completion of a related curriculum -- Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field e.g. engineering technology physics chemistry architecture computer science mathematics hydrology or geology may be accepted in lieu of a bachelors degree in engineering provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience e.g. in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

SPECIALIZED EXPERIENCE: GS-12 must have at least one year experience at the GS-11 level in the normal line of progression through federal service or equivalent experience in the private or public sector in the areas of civil mechanical electrical facility environmental fire protection architectural military contingency plant facility and construction engineering disciplines and architecture. Experience that involved the preparing technical and engineering drawings; experience searching out and developing new or greatly modified methods and approaches to accomplish the Engineering function; experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters; experience supervising and leading others within the Engineering Occupational Series; experience in managing the function of the work to be performed as well as leading directing and assigning work of personnel.
